FINANCIAL STATEMENT:
Approximately $100 to paint red curb. Funds for the
work are budgeted in the Street Maintenance Operating
Budget.
DESCRIPTION:
When Civic Plaza was originally constructed as the Sierra Court Extension, "No
Stopping" signs were erected so that the street would not be used as overnight
or extended parking for trucks or any other vehicles. In addition, especially
during construction of the Civic Center, parking along certain portions of the
street could have been hazardous.
Civic Plaza is public property which is owned in fee by the City but is
essentially a "private street" rather than public right-of-way. California
Vehicle Code (CVC) Section 21113 allows the City Council to grant the public
permission to use the street and to impose conditions or regulations upon such
usage, requires those regulations or conditions to be posted, and allows the
Police Department to enforce those regulations and any other CVC regulations
on that property.
Some members of the sports groups using the Dublin Sports Grounds have
recently received warning citations for parking along Civic Plaza and have
requested that the City consider allowing on-street parking where the street
is wide enough to accommodate both the travel lane and a parking lane. TJKM,
the City's traffic engineer, reviewed the width of the street and potential
visibility problems and determined that parking could be allowed along the
east (Sports Grounds) side of the street between the driveways of the two
Sports Grounds parking lots, except that 25 feet of red curb should be placed
at each driveway for sight distance and fire hydrant clearance. Parking
should be prohibited between Dublin Boulevard and the first driveway to allow
for a right-turn lane, and it is suggested that parking also be prohibited on
the west (Civic Center) side of the street in order to minimize the need for
pedestrians (especially children) to cross the street.
The remaining curb will provide on-street parking for approximately eleven
cars.
TJKM additionally recommended striping a double yellow centerline from the
median at Dublin Boulevard to the second driveway. The City's maintenance
department (MCE) is proceeding with this striping.
Staff recommends that the City Council conduct a public hearing and adopt the
resolution prohibiting parking in certain locations on Civic Plaza.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN
DESIGNATING NO PARKING ZONES ON CIVIC PLAZA
Pursuant to the provisions of Article 4, Section 23, of City of
Dublin Ordinance 55-87, the City Council of the City of Dublin does RESOLVE as
follows:
Section 1. In the interest of public safety, parking shall be
prohibited on Civic Plaza at the following location:
On the east side of Civic Plaza, from the southerly curbline of
Dublin Boulevard to the end of the street. On the west side of Civic Plaza
from the southerly curbline of Dublin Boulevard to a point 25 feet southerly
of the first driveway into the Dublin Sports Grounds parking lot~ and from the
northerly curbline of the second driveway into the Dublin Sports Grounds
parking lot, northerly a distance of 25 feet.
Section 2. The provisions of Section 1 shall be added to Chapter
6 of the City of Dublin Traffic Code.
