FINANCIAL STATEMENT:
Proposed District cost estimate for Fiscal Year 1990-91 is $287,264, including
an accumulated reserve for future pole replacement. An estimated $105,606
will be carried over from 1989-90 in the form of reserves. $170,632 will be
assessed to property owners for the 1990-91 street lighting costs.
DESCRIPTION:
In 1983, the City Council formed a Citywide Street Lighting Assessment
District to replace the County of Alameda Lighting Service Area.
On August 13, 1984, the City Council approved the Annual Engineer's Report and
ordered levy of assessments for the first time. The District budget for
Fiscal Year 1984-85 (the first year) was $116,500. The District expenditures
for the subsequent fiscal years and budget for 1990-91 are detailed on Exhibit
1 attached.
The 1989-90 District assessment will not increase for Fiscal Year 1990-91.
For Fiscal Year 1990-91, no change is recommended with respect to the method
of determining the assessments. The District diagram boundary is proposed to
be the same as the City Limits; no annexations were made in the period between
March 1, 1989, and February 28, 1990. The actual assessments to property
owners will be calculated once the City receives the tax rolls from the County
Assessor' s Office.
Last year's assessment for a single-family house was $17. 82. Staff would
estimate that the 1990-91 assessment would be about the same or slightly. lower
for a single-family house based on the proposed assessment.
As the number of street lights increase when new Tracts are accepted, the
number of parcels that are assessed also increases. For this reason, the
assessment has remained approximately the same over the years. The drop in
last year' s assessments was due to the filing of condominium plans over some
of the Villages developments and the Amador Lakes development. The individual
condominium owners pay a higher rate than a single large-lot apartment
complex.
Staff recommends that the City Council adopt the Resolution.
