SUBJECT: Authorization to Bid Janitorial Services Contract

FINANCIAL STATEMENT: Current annual budget for janitorial services is as
follows:
Civic Center: $30,000
Shannon Center: $14,400
Senior Center: $ 7,800
DESCRIPTION:
Prior to moving into the Civic Center, Staff advertised for bids for
janitorial services for the Civic Center, Shannon Center, and Senior Center,
and the contract was subsequently awarded to Black and White Building
Maintenance. After almost a year of service, which has been less than
satisfactory in many instances, Staff and the contractor have determined that
the contract should be terminated. Black and White has therefore resigned,
and their last day of work will be August 30th.
Staff has rewritten the specification to correct some deficiencies which
contributed to the problems experienced with the present contractor. The
biggest problem has been a lack of definition with regard to frequency of
service and the desired appearance of the facilities. After reviewing
examples of specifications from other cities, Staff has written a tighter
specification, which will aid the Building Maintenance Department in enforcing
contract provisions.
Staff will also need to obtain a temporary provider for approximately a month
to allow time for the formal bid process. Since provision of this interim
service may be considered an emergency and is expected to be less than $5,000,
Staff is in the process of obtaining informal bids from several janitorial
firms for interim service.
It is recommended that the City Council authorize Staff to advertise for bids
for janitorial services.
