SUBJECT: Infrastructure Impact Fee Study - Request for
Additional Funds

RECOMMENDATION: Authorize budget transfer in the amount of $3,384 to
the Infrastructure Impact Fee Study Capital
Improvement Project from the Contingent Reserve.

DESCRIPTION:
The Infrastructure Impact Fee Study was initially to be completed by the, end
of Fiscal Year 1989-90. The first phase of the study involved an analysis of
the buildout of the downtown area on a parcel-by-parcel basis. This analysis
was performed by the City' s Planning Department. Once this phase was
completed, Staff had some concerns about the possibility that total buildout
would not take place, or that buildout would take place so far in the future
that the fees generated by a Traffic Impact Fee Ordinance would not be
sufficient to fund the improvements when they are needed.
Staff then met with TJKM to see what the need for traffic improvement would be
at the years 1995 and 2000 and at total buildout, and to compare that
information against the projected buildout for these same benchmark years.
The added analysis by the Planning Staff extended the completion of the
project into Fiscal Year 1990-91, and due to the additional traffic projection
analyses, the consulting fees will increase from $4,000 to $6,000. Of that
amount, $2,616 was expended during FY 1989-90. An additional $3,384 is needed
in FY 1990-91 to complete the project.
It is anticipated that the study will be complete for the City Council' s
review in late September.
