SUBJECT: Establishment of Senior Civil Engineer Position

RECOMMEN

FINANCIAL Sufficient funds have been included in the FY 1990-91 budget.
STATEMENT:
DESCRIPTION: On June 26, 1990, the City Council approved the 1990-91 budget.
The budget includes funding for several additional positions including the Assistant
City Engineer position. It is proposed that this position would replace the
part-time contract Assistant City Engineer position. This position would also
provide transportation planning, public works contract supervision, budget
development and capital improvement planning.
In developing the proposed job specifications and salary range for this new
position, staff has surveyed other local agencies. Consequently, staff has found
that the title Senior Civil Engineer is more appropriate for the City of Dublin's
new position. Included in the annual budget is a Position Allocation Plan. The
establishment of a Senior Civil Engineer position would require that the 1990-91
Position Allocation Plan be modified to replace the "Assistant City Engineer" title
with "Senior Civil Engineer."
Pursuant to the City's Personnel Rules, a job description and salary range must be
adopted for each position in the organization. The job description typically
includes essential characteristics, knowledge, skills, abilities and requirements of
the position. Staff has prepared a job description which addresses the City's
needs. In addition, staff has compared the proposed job description with job
specifications of similar positions in other agencies.
Also included in the City's Personnel Rules are salary plans for full and part-time
positions. , The salary plans indicate the minimum and maximum salaries for each
position. Based on a survey of other agencies and review of the City's current
salary ranges, staff has developed a salary range for the Senior Civil Engineer
position.
Staff recommends that City Council review the proposed job description and salary
range, and adopt the revised 1990-91 Position Allocation Plan and the necessary
resolutions.

NOTE: With the exception of Legal Services, all of the designated personnel perform
duties directly from City facilities. This listing does not account for the temporary
part-time Recreation Staff which varies between 30-35 additional employees, or for the
Interns used in the Building, Engineering, and Planning Departments.
Santina & Thompson (Engineering) , MCE Corporation (Public Works) , and Police Services have
additional employees who perform work under contract to the City of Dublin at off-site
locations.
The City of Dublin provides personnel, labor relations, workers' compensation, and
administrative support for the Dougherty Regional Fire Authority. The Authority has 53
employees who are not included above since this represents a separate entity.
RESOLUTION NO. -
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AMENDING THE CLASSIFICATION PLAN
WHEREAS, in accordance with the Personnel System Rules, the City Council
adopted Resolution No. 30-84, and subsequent amendments which comprise the
Classification Plan; and
WHEREAS, resulting from the creation of the new Senior Civil Engineer
position, an additional job classification is needed; and
WHEREAS, the adoption of a job classification is required for all authorized
positions.
NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent
amendments shall be further amended to include a new classification and job
description for the position of Senior Civil Engineer as set forth in Attachment
A.
BE IT FURTHER RESOLVED that this document shall become a part of the
official classification plan for the City of Dublin.

SENIOR CIVIL ENGINEER.
THE POSITION
The Senior Civil Engineer serves under the general direction of the Public Works
Director/City Engineer. The position is responsible for providing professional
journey level engineering assistance to the City. Particular emphasis may be in
the areas of general engineering, transportation planning, traffic engineering,
subdivision and private development plan checking, assessment district
engineering, permit issuance, capital project planning and design and public works
inspection services.
EXAMPLES OF DUTIES
Coordinates and manages responsible engineering work in conjunction with municipal
public works projects; reviews engineering plans, specifications, subdivision maps
and related engineering documents; oversees the plan review and inspection
activities of private development improvements; coordinates and manages the City's
Capital Improvement Program; approves project plans and specifications in the City
Engineer's absence; assists in preparing operating and capital improvement program
budgets; supervises both City and contract employees; represents the City on
various local and regional committees relating to transportation and engineering
issues; prepares reports and grant applications; supervises and coordinates
contract agreements and activities including various engineering and inspection
services; coordinates engineering work with other departments, consultants,
contractors, developers and property owners; develops work schedules, assigns
tasks, and evaluates performance of various professional and technical staff; and
performs other duties as required.
QUALIFICATIONS
Education and Experience
A Bachelor's degree from an accredited college or university in Civil Engineering
or related field. Additional formal education is desirable.
A minimum of four years of full-time professional civil engineering experience
required. Experience with a public agency desirable.
Knowledge and Abilities
The Senior Civil Engineer must have working knowledge of civil engineering,
practices and procedures; knowledge of local and state laws governing land
development, public projects and assessment districts; and knowledge of techniques
and materials commonly used in the construction and maintenance of public
projects. Ability to perform engineering work expected of a registered civil
engineer; review and analyze engineering and capital improvement projects and
programs; and prepare and review department budgets, contracts, reports and
related engineering documents. Ability to present clear and concise verbal and
written reports; deal effectively with representatives from public and private
agencies and with the general public in coordinating activities and resolving
problems; and effectively direct the work of subordinate employees.
Licenses
Requires registration in the State of California as a Civil Engineer. Possession
of a valid Class III California Driver's License.

ESTABLISHING A SALARY PLAN FOR FULL-TIME PERSONNEL
IN ACCORDANCE WITH THE PERSONNEL RULES
WHEREAS, the City Council has adopted a Salary & Benefit Plan pursuant
to the Personnel System Rules; and
WHEREAS, the City Council has adopted Resolution No. 112-89 which
establishes a Salary Plan for full-time personnel in accordance with the
Personnel Rules; and
WHEREAS, due to the addition of a Management Position, it is
appropriate to rescind Resolution No. 112-89 and establish a new Salary
Plan.
NOW, THEREFORE, BE IT RESOLVED that the following salary provisions
shall be established in accordance with the City of Dublin Personnel System
Rules.
BE IT FURTHER RESOLVED that any previous enacted salary provisions
shall be superseded by this Resolution.
ARTICLE I: SALARY PROVISIONS

Employees covered under this Section shall be paid a monthly salary within
the following ranges with the exclusion of any Performance Pay Adjustment
granted in accordance with the Personnel Rules. In the event of a part-
time appointment, the employee shall be compensated on an hourly basis.
