Registration/Muni Code (2) Sqo-Lfo CITY OF DUBLIN AGENDA STATEMENT CITY COUNCIL MEETING DATE: August 27, 1990 SUBJECT: PUBLIC HEARING Amendments to Fee Schedule for the Sale of Dublin Municipal Code & Initiation of Business Registration Fees EXHIBITS ATTACHED: o Proposed Resolution adding fees for Sale of Dublin Municipal Code & Registering Businesses to Exhibit 7 of Resolution No. 96-84 o Resolution No. 96-84 RECOMMENDATION: Adopt Resolution V FINANCIAL STATEMENT: None DESCRIPTION: On July 11, 1990, the Dublin Municipal Code went into effect, replacing the necessity to refer to individual City Ordinances. Because the City will, from time to time, receive requests to purchase copies of the Dublin Municipal Code, it is necessary to add costs for this document, as well as annual updates, to the City's Municipal Services Fee Schedule. Staff recommends that the charge for the Municipal Code be established at $210 (in binder) , $190 (w/o binder) and with an annual update fee of $25. The recommended costs are based on surveys of other local agencies and the City's cost for preparing the Municipal Code. On June 25, 1990, the City Council adopted a Business Registration Ordinance (No. 10-90) . Within that Ordinance, five specific licensing fees are identified: • General Business $50. 00 per year • Itinerant Business $10. 00 per day • Temporary Places of Sale $10. 00 per day • Duplicate Business License $25. 00 • Change of Ownership or Location $50. 00 • Limited to a maximum fee of $50. 00 per calendar yea The Ordinance also authorizes the proration for annual licenses issued for less than a full year. It is efficient to have all fees stated in the Resolution Establishing Fees for Municipal Services. Staff recommends that the City Council adopt the proposed Resolution amending Resolution No. 96-84 to add fees and charges for the purchase of the Dublin Municipal Code, and to identify the fees stated in the Business Registration Ordinance. ---------------------------------------------------------------------- COPIES TO: ITEM NO. s RESOLUTION NO. - 90 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING RESOLUTION NO. 96-84 ADOPTING FEES FOR MUNICIPAL SERVICES BY ADDING FEES & CHARGES FOR PURCHASE OF THE DUBLIN MUNICIPAL CODE & FEES RELATED TO BUSINESS REGISTRATION WHEREAS, Resolution No. 96-84 adopting fees, charges, and bond amendments for certain municipal services was adopted by the City Council on August 27, 1984; and WHEREAS, an Ordinance adopting the Dublin Municipal Code was adopted by the City Council on June 11, 1990, which became effective on July 11, 1990; and WHEREAS, an Ordinance Related to Registering Businesses was adopted by the City Council on June 25, 1990; and WHEREAS, it is necessary to include the fees and charges for the purchase of the Dublin Municipal Code, and fees related to registering businesses within the Fee Schedule for Municipal Services; and WHEREAS, it is necessary to modify the fee schedule for General Fees for Service; and WHEREAS, as required by State Law, the City Clerk provided notice of the public hearing. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby approve the addition of said items to the fee schedule and amends Exhibit 7 General Fees for Service to include: DUBLIN MUNICIPAL CODE Dublin Municipal Code (in binder) - $210. 00 Dublin Municipal Code (w/o binder) - $190. 00 Annual Update Fee - $ 25. 00 Mailing Charges - Actual costs incurred BUSINESS REGISTRATION (ANNUAL) General Business $50. 00 Itinerant Business $10. 00 per day Temporary Places of Sale $10. 00 per day Duplicate Business License $25. 00 Change of Ownership or Location $50. 00 * Limited to a maximum fee of $50. 00 per calendar year Annual Business Registration Fees may be prorated, as authorized in the Ordinance related to Registering Businesses (No. 10-90) . AYES: NOES: ABSENT: Mayor ATTEST: City Clerk RESOLU'T'ION NO. 96-84 A RESOLUTION OF THE CI'T'Y COUNCIL OF THE CITY OF DUBLIN ADOP`T'ING FEES, CHARGES, AND BOND AMENDMENTS FOR CERTAIN MUNICIPAL SERVICES WHEREAS , prior to July 1 , 1982 the County of Alameda had collected specified fees and charges for the performance of government services within the City of Dublin ; and WHEREAS, since July 1 , 1982 the City of Dublin has been providing these services either directly or through a contracting agency/firm; and WHEREAS, fees and charges collected during the course of City business have been the same as those in effect in the County of Alameda on July 1 , 1982 ; and WHEREAS, the fee schedules do not exceed the estimated reasonable cost of providing the associated services . NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Dublin does hereby adopt schedules for ; Police Services Fees , Grading Fees , Engineering Subdivision Fees, Encroachment Fees , Bonds for Faithful Performance of Encroachment, Planning Department Fees, General Fees for Services ( Exhibits 1 , 2 , 3 , 4 , 5 , 6 ,and 7 , respectively) .
