Rankin, Assistant City Manager) EXHIBITS ATTACHED: None RECOMMENDATION: Staff recommends that the City Council 1 ) Select Option q� 1 plus the lighted mute switch 2) Authorize Staff to issue a purchase order to Coast Business Communications !� (CBC) and 3) Approve a Budget Transfer from the Contingent Reserve. FINANCIAL STATEMENT: Pedestal Option 1 : $3,674 Gooseneck Option 2: $4,884 DESCRIPTION: At the regular City Council meeting on August 27, 1990, the City Council reviewed a report which outlined specific problems with the current audio system layout. The City Council requested that Staff develop further information on two options. Option 1 involves relocating the existing pyramid microphones to a pedestal. Option 2 involves the replacement of the pyramid type microphone with a gooseneck microphone. Option 1 : Pedestal As part of the follow-up review, CBC has tested the raised mounting of the pyramid type microphone. The purpose of the test was to determine whether the horizontal work surface in front of the microphone was integral with the operation. The test showed that the sound quality is greatly improved by raising the microphone above the dais backboard. The Contractor believes that any minor detractions of the raised mounting can be compensated for with other adjustments in the system. The Contractor has obtained pricing for the construction of a custom designed cherrywood pedestal. The intent is to assure that the wood matches the existing casework to avoid the appearance of a patchwork system. The unit cost per location is $150. In addition, there would be a unit cost of $55 per location for wiring and mounting. CBC would be providing a one year warranty on the work completed. The low profile pyramid microphone appears to be an appropriate method of efficiently meeting the City's needs. Option 2: Gooseneck The second option would involve the replacement of the existing microphones with a gooseneck microphone. This type of microphone is currently used at the two speaker lecterns. If this option is selected, the City would continue to have a supply of pyramid microphones. The estimated cost of the gooseneck type microphone is $260 per unit. In addition, the City would incur a $55 per unit installation fee. Staff does not recommend this option due to the cost and the fact that it places a visual element in front of the faces of those seated around the dais. The Shure AMS sound system does not have a gooseneck type microphone, which would be smaller than those at the speaker lecterns. ---------------------------------------------------------------------- COPIES TO: ITEM NO. Mute Switch As the sound system was being installed by the original contractor, Staff was made aware of the design specification involving a momentary mute switch. This requires that a person physically hold down the button the entire time they wish to have the microphone in a mute mode. Staff also recognized the advantage of a visual appearance as to the status of the mute function. The City's Construction Manager attempted to obtain pricing for these changes from the original installer. The intent was to complete the work as a change order to the original construction. The subcontractor was not responsive to the request for a quotation in a timely manner. Once an estimate was received, it did not reflect the scope of work and exceeded $9, 000. CBC has developed a solution which can be accommodated at a reasonable price. CBC proposes to mount an on/off type switch in the general location of the current mute switch. CBC would install a small power supply which could light two lights at each location. If the City Council selects Option 1 , it is proposed to mount a plate on each pedestal. The plate would be engraved with "Microphone" across the top and "On" and "Off", on the bottom. Above the "On" notation would be a green light and above the "Off" would be a red light. This feature is important to reduce the potential for background noises from papers and other items on the work surface. The cost of this work as proposed by CBC is $104 per location. Summary of Total Costs for 11 Locations The following identifies the total costs for completing all modifications including a mute switch and final tuning of the system. Option 1 : Pedestals $1 , 650 Installation/Wiring 605 Lighted Mute Switch 1 , 144 System Tuning 275 Total $3, 674 Option 2: Gooseneck Microphones $2,860 Installation/Wiring 605 Lighted Mute Switch 1 , 144 System Tuning 275 Total $4,884 Option 1 results in an 8.4% savings over the combined modification cost plus the least costly microphone option presented at the August 27, 1990 meeting. Staff recommends that the City Council approve Option 1 ; authorize a budget transfer from the contingent reserve in the amount of $3,674; and direct Staff to proceed with the modifications by Coast Business Communications. Rankin, Assistant City Manager RE: City Council Chamber Audio System Revision DATE: September 6, 1990 The Audio Contractor was attempting to obtain pricing on the revisions proposed at the August 27, 1990 City Council meeting. They also requested an opportunity to perform a test of the proposed modification. It is anticipated that final information would not be available until Friday, September 7, 1990.
