FINANCIAL STATEMENT: Devices which are being added to the Traffic Code are already in place. Cost incurred has been for Staff time to research and update the Code. This cost is paid from the Engineering and Public Works Operating Budgets. DESCRIPTION: In 1987, as part of the Municipal Code update, the City Council adopted Ordinance No. 54-87 , which adopted the traffic devices that were in the existing Alameda County Code. This action created the City of Dublin Traffic Code, which then included both the items in the County Code and those that had been adopted by the City Council since incorporation. The Traffic Code is a listing of approved traffic controls, such as stop signs, yield signs, and no parking zones, which exist in the public right-of- way. The Code is updated as new control devices are approved, either by the City Council or by Staff, and installed. Over the years, both under Alameda County and following incorporation, some regulatory signs and markings have been installed or removed without gaining formal approval of the City Council or, as allowed by the Municipal Code in some cases, approval of the City Manager. These devices, which include No-U- Turn signs, No Left Turn signs, and various No Parking or Limited Parking zones, as indicated in the draft ordinance, were primarily installed or removed as a result of the City's Capital Improvement Projects or private development. No changes were made without engineering review and approval; however, due to oversights on Staff's part, some items that should have come before the City Council did not. Staff has recently conducted an inventory of existing signs and markings and cross-referenced the devices with the Traffic Code in order to allow these items to come into conformance with the Code. Public Works Staff has now instituted the practice of reviewing all private development and Capital Improvement plans for traffic devices which require City Council or City Manager approval. In order to update the Traffic Code to match the existing conditions on the street, an ordinance must be adopted to delete items which are not actually in place and to add items which are in place and which the Traffic Ordinance requires be adopted by ordinance. No new traffic devices are proposed in this Code update. All of the traffic devices have either been in place or have been removed. The Traffic Ordinance permits midblock crosswalks and prohibited pedestrian movements to be approved by the City Manager. Deletions from the crosswalk chapter are included in the draft ordinance since those items were originally adopted by ordinance, but any necessary additions now and in the future may be made by Staff. ---------------------------------------------------------------------------- ITEM NO. - f COPIES TO: _69EJP - Ji& �0 -'Zo At the October 29th meeting, the City Council adopted a resolution which added several existing Yield Right-of-Way signs and existing no parking zones on Stagecoach Road and Willow Creek Drive to the Code. These items are now listed in the Traffic Code which is attached as Exhibit 3. The remaining major changes to the Traffic Code, which were initially introduced on October 29th, are as follows: 1) Turning Regulations: Several No-U-Turn locations were not included in the Code. These are on Amador Plaza Road (several locations at median breaks south of Dublin Boulevard) , Lewis Avenue at Portage Road, Silvergate Drive at San Ramon Road, and Stagecoach Road at Amador Valley Boulevard. U-Turns at these locations are not safe because of the width or geometry of the street. Two No Left Turn locations (on Dublin Boulevard and on Amador Valley Boulevard) are proposed to be added. These were installed after the Traffic Safety Committee noted hazardous situations. Two on Dublin Boulevard that originated years ago (at Amador Plaza Road and at Golden Gate Drive) are proposed to be deleted as no longer necessary, since left turns are now possible and are safe. 2) Limited Parking Zones: School Zones on Brighton Drive at the old Fallon School Site are no longer in place and should be deleted. Twenty-Minute Parking Zones on Dougherty Road have been replaced by adopted No Parking Zones and should be deleted. 3) Passenger Loading Zones: Several locations are no longer indicated as Passenger Loading Zones. These are on Amador Valley Boulevard at Donohue Drive; on Brighton Drive between Cardiff and Lucania; on Village Parkway north of Brighton Drive; on Vomac Road north of Landale; and on Holanda Lane south of Vomac Road. The original reasons for creating these passenger loading zones are unclear, as these items came from the County Code. Any signing or curb markings that might have been installed in the past no longer exist. 4) Bus Stops: The existing Traffic Code noted only a few bus stop locations. Twenty-six locations are proposed to be added to bring the Code into conformance with marked Wheels bus stop locations, some of which are also used by the BART and County Connection buses. (Flag stops are not proposed to be included.) The Wheels bus routes and stops were discussed at LAVTA public hearings several years ago. 5) One-Way Highways: The two locations noted in the Code pertained to driveways which were removed, as the San Ramon Road Specific Plan improvements extended Amador Valley Boulevard to the west in 1985. 6) Midblock Crosswalks: Three locations in the existing Code are no longer in place and are proposed to be deleted. These locations, one on Donlon Way and two at driveways along San Ramon Road that no longer exist, were in the County Code. The Municipal Code permits necessary additions to be made with the City Manager's approval; therefore, no additions are included in the draft ordinance for City Council approval. At this time, the only necessary addition is an existing crosswalk at the driveway of the Albertson's Shopping Center on Amador Valley Boulevard between Starward and Regional. 7) Prohibited Pedestrian Movements: There are no proposed deletions, and additions may be made by the City Manager; therefore, no additions are included in the draft ordinance for City Council approval. There are currently four locations that need to be added: San Ramon Road at Dublin Boulevard and at Silvergate Drive, Dougherty Road at Dublin Boulevard, and Amador Valley Boulevard at Amador Plaza Road. Pedestrians are prohibited to cross at specific corners for safety reasons; crosswalks allow pedestrian movement on the opposite leg of each respective intersection, except at San Ramon Road and Silvergate Drive where there is no sidewalk on the east side of San Ramon Road. -2- 1 � 8) 25 MPH Speed Limits: The Municipal Code requires that speed limits be adopted by ordinance. The California Vehicle Code provides a prima facie speed limit of 25 mph on residential streets but states that speed surveys must be conducted on any residential streets over 40 feet wide in order to allow radar enforcement. The following are residential streets that are over 40 feet wide and have been surveyed but had not previously been listed in the Traffic Code: Betlen Drive, *Creekside Drive, *Donohue Drive (between Hillrose and Ironwood) , Hansen Drive, Landale Avenue, Penn Drive, Peppertree Road, *Rolling Hills Drive, *Silvergate Drive between Castilian Road and Hansen Drive, *Tamarack Drive, and West Vomac Road. All of these streets are currently posted 25 mph and are proposed to continue to have a 25 mph speed limit. Streets marked with an asterisk (*) were not listed at the time of the October 29th meeting and were discovered when Staff mapped the speed limits that were listed in the Traffic Code and cross-checked the list against completed speed surveys. 9) 35 mph Speed Limit: A typographical error has been noted on Page 14-4 of the existing Traffic Code in that the 35-mph speed limit on Dublin Boulevard should state "Dublin Boulevard: Western City Limit to Dougherty Road" per Ordinance 5-85 (see Exhibit 2). Since the Traffic Code was adopted with this typographical error, it is necessary to re-adopt the Dublin Boulevard speed limit to correct the error. It was noted at the October 29th City Council meeting and again at the November 13th meeting that the speed limit indications on Dublin Boulevard west of San Ramon Road were conflicting. The speed limit adopted by Ordinance 5-85 for the entire length of Dublin Boulevard is 35 mph. A speed survey taken in December of 1989 for the portion of Dublin Boulevard west of Donlon Way indicates a 41 mph 85th percentile speed, which supports the 35 mph speed limit. Staff proposes to remove any 25-mph signs or pavement markings that remain on Dublin Boulevard and replace them with the appropriate 35-mph designations. If the City Council wishes to consider changing the speed limit on Dublin Boulevard west of San Ramon Road, Staff recommends that the draft ordinance be introduced with the 35 mph speed limit, since the entire length of Dublin Boulevard is affected, and that the issue of the speed limit west of San Ramon Road be considered separately on a future agenda after appropriate public noticing has taken place. Since several streets were added to Speed Limits portion of the draft ordinance following the October 29th City Council meeting, as noted in items (8) and (9) above, Staff recommends that the City Council conduct a public hearing, deliberate, waive the reading and RE-INTRODUCE the ordinance. -3- ORDINANCE NO. -90 AN ORDINANCE OF THE CITY OF DUBLIN AMENDING THE CITY OF DUBLIN TRAFFIC CODE In the interest of public safety, the City Council of the City of Dublin does ORDAIN as follows: SECTION 1: TURNING REGULATIONS In accordance with Section 6.04.030 of the City of Dublin Municipal Code, Chapter 5, Turning Regulations, of the City of Dublin Traffic Code shall be amended as follows: No U-Turn The following locations shall be added: Amador Plaza Road at Dublin Boulevard, northbound and southbound approaches. Amador Plaza Road and opposite driveway at Amador Valley Boulevard, northbound and southbound approaches. Amador Plaza Road south of Dublin Boulevard, all points. Lewis Avenue at Portage Road. Silvergate Drive at San Ramon Road, eastbound approach. Stagecoach Road/Stagecoach Drive at Amador Valley Boulevard, northbound and southbound approaches. No Left Turn The following locations shall be added: Amador Valley Boulevard, eastbound, 610' east of Amador Plaza Road. Dublin Boulevard, westbound, 300' west of Sierra Court. The following locations shall be deleted: Dublin Boulevard at Golden Gate Drive. Dublin Boulevard at Amador Plaza Road. SECTION 2: LIMITED PARKING ZONES In accordance with Section 6.04.270 of the City of Dublin Municipal Code, the following locations are deleted from Chapter 7, Limited Parking Zones, of the City of Dublin Traffic Code: School Zones Brighton Drive: On the southwesterly curbline from the northwesterly curbline of Bristol Road, northwesterly to the southerly prolongation of the westerly curbline of Cardiff Drive. �oAtT ���II►1�I►ICC T Bristol Road: On the northwesterly curbline from the southwesterly curbline of Brighton Drive, southwesterly a distance of 148 feet. Twenty-Minute Parking Dougherty Road: On the westerly curbline, from a point 1,360 feet southerly from the southerly curbline of Amador Valley Boulevard, southerly a distance of 110 feet. Dougherty Road: Southerly of the northernmost driveway at 6398 Dougherty Road, southerly a distance of 190 feet (Ordinance 17-88) . SECTION 3: PASSENGER LOADING ZONES In accordance with Section 6.04.290 of the City of Dublin Municipal Code, Chapter 9, Passenger Loading Zones, of the City of Dublin Traffic Code is amended to delete the following: Amador Valley Boulevard: On the southerly curbline from a point 20 feet westerly from the southerly prolongation of the easterly curbline of Donohue Drive, westerly a distance of 120 feet. Brighton Drive: On the southwesterly curbline from the southerly prolongation of the westerly curbline of Cardiff Drive, northwesterly to the southwesterly prolongation of the southeasterly curbline of Lucania Street. Village Parkway: On the easterly curbline from the northerly curbline of Brighton Drive, northerly a distance of 1,305 feet. Vomac Road: On the easterly curbline, from a point 160 feet northerly from the northerly curbline of Landale Avenue, northerly a distance of 160 feet. Holanda Lane: On the southeasterly curbline from the southwesterly curbline of Vomac Road, southwesterly a distance of 60 feet. SECTION 4: BUS STOPS In accordance with Section 6.04.360 of the City of Dublin Municipal Code, Chapter 10, Bus Stops, of the City of Dublin Traffic Code is amended to add the following locations: Amador Valley Boulevard South Side at Donohue Drive South Side at Regional Street North Side at Stagecoach Road North and South Side at Village Parkway Dougherty Road East Side at Scarlett Court West Side at Sierra Lane 2 - Dublin Boulevard North and South Side at Donlon Way South Side at Dublin Court South Side at Hansen Drive North and South Side at Village Parkway Penn Drive West Side at King Way Shannon Avenue North and South Side at San Ramon Road Village Parkway East and West Side at Amador Valley Boulevard East and West Side at Brighton Drive East and West Side at Davona Drive East Side 400 feet south of Davona Drive East Side 873 feet north of Dublin Boulevard East and West Side at Tamarack Drive SECTION 5: ONE-WAY HIGHWAYS In accordance with Section 6.04.090 of the City of Dublin Municipal Code, Chapter 11, One-Way Highways, of the City of Dublin Traffic Code is amended to delete the following: Westerly driveway connecting San Ramon Road opposite Amador Valley Boulevard. Westerly driveway connecting San Ramon Road 80 feet northerly from the northerly curbline of Amador Valley Boulevard. SECTION 6: MIDBLOCK CROSSWALKS In accordance with Section 6.04.410 of the City of Dublin Municipal Code, Chapter 12, Midblock Crosswalks, is amended to delete the following: Donlon Way: Five feet on each side of a point on the easterly curbline, 625 feet southerly from the southerly curbline of Dublin Boulevard. Westerly driveway connecting San Ramon Road opposite Amador Valley Boulevard. Westerly driveway connecting San Ramon Road 80 feet northerly from the northerly curbline of Amador Valley Boulevard. SECTION 7: SPEED LIMITS In accordance with Section 6.04.340 of the City of Dublin Municipal Code, Chapter 14, Speed Limits, of the City of Dublin Traffic Code is amended to add the following: 3 - 1 � 25 Miles Per Hour Betlen Drive Creekside Drive Donohue Drive between Hillrose Avenue and Ironwood Drive Hansen Drive Landale Avenue Penn Drive Peppertree Road Rolling Hills Drive Silvergate Drive between Castilian Road and Hansen Drive Tamarack Drive West Vomac Road 35 Miles Per Hour Dublin Boulevard from Western City Limit to Dougherty Road. SECTION 8: EFFECTIVE DATE AND POSTING OF ORDINANCE This ordinance shall become effective thirty days after its final passage and adoption by the City Council. The City Clerk of the City of Dublin shall cause this ordinance to be posted in at least three public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of California.
