RECOMMENDATION. Authorize Staff to submit application for
funding
FINANCIAL STATEMENT Up to $117,500 in funding is available
DESCRIPTION Lucky Stores and the Oakland A's administer a
special grant program which funds the construction or rehabilitation
of youth baseball fields in selected East Bay communities. Up to
$117 ,500 in funding is available on an annual basis to any City,
County government or recreation and park district in Alameda or
Contra Costa Counties.
Projects submitted for funding under this program should include the
following features:
1. Grass playing field with a defined infield suitable for
youth baseball. The design should accommodate a 60'
configuration, but may be expandable to 901 .
2. Irrigation and drainage systems.
3 . Backstop and other fencing appropriate to the field
location.
4 . Bleacher seating for at least 300 spectators.
5. A lighted sign in a visible location identifying the site as
"Lucky/A's Youth Baseball Field" .
During Fiscal Year 89-90 a master plan report was prepared for the
Dublin Sports Grounds. One of the recommended improvements included
in the master plan is the construction of a new 60' baseball field.
As this project meets the criteria for submittal under the program,
Staff and the Parks and Recreation Commission recommend that this
project be submitted for funding.
This project is included in the Five Year Capital Improvement Program
as part of the Phase I Improvements to the Dublin Sports Grounds
scheduled for FY91-92 . The preliminary cost estimate for construction
of the baseball field and ancillary improvements is $125,000. Thus if
the City was successful in their application for funding, the cost to
the City for this project would be approximately $7 ,500 . It is
anticipated that the recipient of the funds will be notified in late
summer and the funds will be available for use during FY91-92.
In order to meet the application deadline of February 8, 1991, it is
recommended that the City Council authorize Staff to submit the
attached application materials for funding through the Lucky/A's Youth
Baseball Fields Program.

LUCKY/A'S YOUTH BASEBALL FIELDS PROGRAM
PROJECT PROPOSAL
The project provides for the construction of a new 60-foot baseball
diamond at the Dublin Sports Grounds. The scope of work includes site
preparation, grading, infield, backstop, turf and irrigation
modifications/additions, bleacher seating and a lighted scoreboard.
The project was identified as a result of a master plan report that
was prepared for the Dublin Sports Grounds during Fiscal Year
1989-1990. The major design objective of the Dublin Sports Grounds
Master Plan was to expand the park and recreational potential of the
site in order to provide much needed recreational facilities, and to
improve existing site conditions to facilitate maintenance. Criteria
for the design and arrangement of park facilities included a thorough
analysis of existing and future considerations affecting the site,
maintenance, and sports league requirements.
A copy of the proposed master plan for the Dublin Sports Grounds which
shows the location of the new 60-foot baseball diamond is attached.
The Dublin Sports Grounds is a 23 acre park which serves as the focal
point for youth baseball programs in the community. The park,
located on Dublin Boulevard adjacent to I-580, is a multi-use park and
has one 90-foot baseball diamond, three 60-foot baseball diamonds, two
lighted softball fields and eight soccer fields. The park is utilized
to capacity from March through mid-December by Dublin Little League,
Dublin United Soccer League, Dublin Adult Soccer and City Adult
Softball Leagues.
The construction of an additional 60-foot baseball diamond at the
Dublin Sports Grounds will provide additional field space for the
rapidly expanding Dublin Little League program. Five years ago,
Dublin Little League was made up of about 400 children. There are now
more than 800 Little Leaguers. Consequently, field space is at a
premium in Dublin.
This project is currently scheduled for construction during Fiscal
Year 1991-1992 , however due to the increasing demands on City funds
for other projects, construction could be delayed. Funding of this
project from the Lucky/A's Youth Baseball Fields Program would
guarantee that the project would be constructed in a timely manner.
