RECOMMENDATIO : 1) Receive written communication 2) Direct Staff to prepare a response for a future agenda OR to take other appropriate action. FINANCIAL STATEMENT: None DESCRIPTION: Donald L. Babbitt of Bryan and Murphy Associates has submitted a written request for public discussion of the City's policy with regard to contracts for Engineering Services. Staff has not had sufficient time to prepare a response to Mr. Babbitt's request and therefore recommends that the City Council receive the correspondence and direct Staff to either place this item on a future agenda for discussion or take other appropriate action. ---------------------~ ITEM N0. Box 2340 Dublin, CA 94568 Reference: Capital Improvement Projects Dear Council Members: In the past I had discussed with Rich Ambrose and several council members setting up an RFP (Request for Proposal) system for awarding Tri-Valley Engineering firms with contracts for the City of Dublin Capital Improvement Projects. After many years Santina and Thompson continues to provide all of the engineering/surveying services for the City including the Capital Improvement Program. I would like to make the Council aware of the fact that all of the other cities in the Valley (Livermore, San Ramon, Pleasanton, and Danville) contract out services to outside engineering firms. Rich Ambrose in the past expressed that the City had many small projects and it was not cost effective to put out an RFP for each and every project. The simple answer to this problem would be to group several small projects together and ask for one RFP for the entire group. I would like to assure you that there would be several firms interested in this type of arrangement. As a citizen of Dublin and the owner of a Tri-Valley Engineering firm I would appreciate the Council discussing this matter for the following additional reasons: 1) Currently all monies paid for engineering services to Santina & Thompson go to Concord which means those tax dollars are lost from this Valley. 2) There is no quality check in the existing system. Santina & Thompson provides all the initial design surveys, engineering, construction staking and inspection services. I don't know if they do their own plan checking or whether there is an internal plan check by others. I do not know how contracts for engineering services for capital improvement projects are negotiated with Santina & Thompson. Are they time and materials with no limit, or a percentage of estimated cost? I would appreciate the Council considering this matter at a public hearing in the near future. I would like to assure the council members that I consider Santina & Thompson a very reputable engineering firm. My interests are solely from a standpoint of providing opportunities far local engineering firms that currently do not exist.
