HomeMy WebLinkAboutItem 4.8 Tri-Valley Forecasting Model (2) CITY OF DUBLIN AGENDA STATEMENT City Council Meeting Date: March 11, 1991 SUBJECT: Tri-Valley Travel Forecasting Model (Report by Public Works Director Lee Thompson) EXHIBITS ATTACHED: 1) Resolution approving cooperative agreement 2) Agreement RECOMMENDATION: 1) Adopt resolution approving the cooperative agreement between the Contra Costa Transportation Authority, the County of Alameda, and the Cities of Dublin, Livermore, and Pleasanton. Z) Authorize budget transfer in the amount of $24,750 Vy from unallocated reserves to the Engineering operating budget to pay Dublin's share of the model. FINANCIAL STATEMENT: The City of Dublin's share for development of the model is $24,750. There will be future annual costs for updating the model as well as costs to run traffic patterns for proposed developments. The annual maintenance cost is estimated at a total of $8,000 to $12,000, which would be split among the jurisdictions. Additional costs to be incurred will include approximately $5,000 for TJKM to take additional traffic counts and turning movements, as well as Staff time for meetings of the Tri-Valley Transportation Committee technical advisory committee, monitoring of the study, and for calculating some levels of service on the transportation network. The developers using the model to determine traffic impacts will pay for the cost of the runs plus a factor to help defray the cost of development of the model. DESCRIPTION: The five Tri-Valley cities (Dublin, Livermore, Pleasanton, San Ramon, and Danville) and two counties (Alameda and Contra Costa) have entered into a joint powers agreement to work together to attempt to solve common area-wide transportation problems, both existing and future. As a first step in this process, it is proposed to share the cost of a local travel forecasting computer model that will include the freeways and arterial streets of the various jurisdictions and will be able to predict the distribution of traffic from new developments. Once complete, the model will be used to determine levels of service on selected roadways to monitor traffic impacts on these roads as development occurs. This is also an element of the Congestion Management Plan (CMP) which is, in turn, a requirement of Proposition 111 . Proposition 111 raises monies through an increase in State gas taxes and distributes the money to the various agencies within California to be used on transportation improvement projects. The Contra Costa County Transportation Authority (CCCTA) is the lead agency in the development of this model and has retained Barton-Aschman as prime consultants and TJKM as a subconsultant. CCCTA is paying for one half of the cost of the model through its Measure C gas tax monies as the Contra Costa County jurisdictions' share of the model cost. The four Alameda County agencies are proposing to split the remaining one half of the cost into four equal shares. ----------- --------------------------------------------------------------- ITEM NO. AYES: NOES: ABSENT: Mayor ATTEST: City Clerk • � - 22-71 Cooperative Agreement No. 45.01.00 COOPERATIVE AGREEMENT BETWEEN THE CONTRA COSTA TRANSPORTATION AUTHORITY AND THE COUNTY OF ALAMEDA, THE CITY OF PLEASANTON, THE CITY OF DUBLIN, AND THE CITY OF LIVERMORE FOR THE FUNDING AND DEVELOPMENT OF THE TRI-VALLEY TRAVEL FORECASTING MODEL THIS AGREEMENT is made and entered into this day of , 1990, by and between the CONTRA COSTA TRANSPORTATION AUTHORITY, hereinafter referred to as "AUTHORITY", and the COUNTY OF ALAMEDA, the CITY OF PLEASANTON, the CITY OF DUBLIN, and the CITY OF LIVERMORE, hereinafter referred to as "ALAMEDA JURISDICTIONS". RECITALS The following recitals are part of this AGREEMENT: 1. AUTHORITY and ALAMEDA JURISDICTIONS wish to jointly develop a computerized Tri-Valley Travel Forecasting Model (hereinafter referred to as "MODEL") capable of forecasting traffic within the following jurisdictions and areas: City of Pleasanton, City of Dublin, City of Livermore, City of San Ramon, Town of Danville, their spheres of influence, and selected unincorporated areas of Alameda and Contra Costa Counties, including Alamo and the Tassajara and Dougherty Valleys, hereinafter referred to as 'TRI- VALLEY". 2. Representatives from ALAMEDA JURISDICTIONS, Contra Costa County, City of San Ramon, and Town of Danville serve on the TRI-VALLEY TRANSPORTATION COUNCIL (hereinafter referred to as "TVTC") which serves as a forum to address transportation issues in the TRI-VALLEY. 3. A qualified transportation engineering and planning consulting firm (hereinafter referred to as "CONSULTANT") shall develop MODEL under contract with AUTHORITY. CONSULTANT shall develop MODEL in accordance with the.Scope of Work and Milestone Schedule shown in Exhibit A, which is hereby incorporated into this AGREEMENT and made a part hereof. 4. Each jurisdiction in TVTC shall designate a staff person and an alternate staff person to participate in a TVTC MODEL TECHNICAL ADVISORY COMMITTEE (hereinafter referred to as "MODEL TAC") to attend regularly scheduled meetings to review scope, schedule, budget, and technical issues that arise in development of MODEL. 5. The MODEL TAC shall provide technical direction to CONSULTANT on a consensus basis. 6. The Contra Costa County Measure C has authorized AUTHORITY to expend monies for Regional Transportation Planning and Growth Management, including partial funding of MODEL. 7. Pursuant to State legislation -- AB 471 (1989) and AB 1791 (1990) -- AUTHORITY has been designated as the Congestion Management Agency for Contra Costa County, and will work with TVTC to apply MODEL to prepare a Congestion Management Program and address traffic levels on regional routes in Contra Costa. 8. The jurisdictions of Alameda County are in the process of designating a Congestion Management Agency (hereinafter referred to as "ALAMEDA CMA') that will prepare a Congestion Management Program and address traffic levels on regional routes in Alameda County. 9. TVTC and AUTHORITY wish to participate in a cooperative planning process to address transportation issues in the TRI-VALLEY. Joint development of MODEL is a key step in developing the tools necessary to address regional and local planning issues in the TRI-VALLEY. 10. The cost of MODEL shall be shared between AUTHORITY and ALAMEDA JURISDICTIONS,with each paying fifty(50)percent. The total estimated cost for CONSULTANT to develop MODEL is $198,000. Costs greater than $198,000 shall be addressed in future amendments to this AGREEMENT and subject to the approval of the parties hereof. 11. AUTHORITY will provide $99,000 in Measure C sales tax revenues, to fund MODEL development. 12. ALAMEDA JURISDICTIONS will provide $99,000 in funds for MODEL development. Fund fifty (50) percent of the cost of MODEL development and initial baseline runs for the years 1990, 2000, and 2010, to an amount not to exceed $99,000. 2. Provide funding for the $99,000 referred to in Paragraph 1 above by payment to AUTHORITY of$24,750 from each of the four ALAMEDA JURISDICTIONS by March 1, 1991. 3. Designate, for each ALAMEDA JURISDICTION, a specific staff liaison to be primary contact for AUTHORITY staff and CONSULTANT, and to attend regularly scheduled MODEL TAC meetings; SECTION II AUTHORITY AGREES TO: 1. Provide fifty (50) percent of the cost of MODEL to an amount not to exceed $99,000. 2. Manage CONSULTANT effort and coordinate regular MODEL TAC meeting arrangements for review of CONSULTANT progress. 3. Provide consultant management services through its staff and Growth Management Consultant at no cost to the parties of this AGREEMENT. 4. Respond to issues raised in a reasonable time frame. 5. Make records available to ALAMEDA JURISDICTIONS for audit if requested. 6. Refund any excess funds remaining at the end of the CONSULTANT contract in amounts proportional to original contribution as a percent of total contribution. 7. Pay CONSULTANT in a timely manner provided that CONSULTANT submits invoices to AUTHORITY in accordance with AUTHORITY invoicing procedure. MODEL will be housed, maintained, and updated in accordance with an agreement to be entered into between ALAMEDA JURISDICTIONS, TVTC, ALAMEDA CMA, and AUTHORITY, and shall be available for use by all participating jurisdictions. 2. Term: The term of this AGREEMENT will remain in effect until terminated as provided in Paragraph 3 of this Section. 3. Termination: Any party may terminate its participation in this AGREEMENT at any time with cause by giving written notice of termination to all other parties which shall specify the effective date thereof. Notice of termination under this paragraph shall be given at least ninety (90) days before the effective date of such termination. In such event, the terminating party's remaining proportionate share of funds paid to AUTHORITY shall be refunded by AUTHORITY after payment of all outstanding obligations as of the effective date of such termination. 4. Indemnity: It is mutually understood and agreed, relative to the mutual indemnification of AUTHORITY and ALAMEDA JURISDICTIONS: a. That neither AUTHORITY, nor any officer or employee thereof, shall be responsible for any damage or liability occurring by reason of anything done or omitted to be done by under or in connection with any work, authority or jurisdiction delegated to ALAMEDA JURISDICTIONS under this AGREEMENT. It is also understood and agreed that,.pursuant to Government Code Section 895.4, ALAMEDA JURISDICTIONS shall fully indemnify and hold the AUTHORITY harmless from any .liability imposed for injury as defined by Government Code Section 810.8 occurring by reason of anything done or omitted to be done by ALAMEDA JURISDICTIONS under this agreement or in connection with any work, authority, or jurisdiction delegated to ALAMEDA JURISDICTIONS under this AGREEMENT. b. That neither ALAMEDA JURISDICTIONS, nor any officer or employee thereof, shall be responsible for any damage or liability occurring by reason of anything done or omitted to be done by AUTHORITY under or in connection with any work, authority or jurisdiction delegated to AUTHORITY under this AGREEMENT. Ownership: MODEL shall become the mutual property of ALAMEDA JURISDICTIONS and AUTHORITY, and may be transferred to TVTC upon mutual consent of all parties. 6. Integration: This AGREEMENT represents the entire AGREEMENT of the parties with respect to the subject matter hereof, and all such agreements entered into prior hereto are revoked and superseded by this AGREEMENT, and no representations, warranties, inducements or oral agreements have been made by any of the parties except as expressly set forth herein, or in other contemporaneous written agreements. 9. Amendment: This AGREEMENT may not be changed, modified or rescinded except in writing, signed by all parties hereto, and any attempt at oral modification of this AGREEMENT shall be void and of no effect. 10. Independent Agency: ALAMEDA JURISDICTIONS render their oversight and staff participation in development of MODEL under this AGREEMENT as independent agencies. None of the ALAMEDA JURISDICTIONS' agents or employees shall be agents or employees of the AUTHORITY. AUTHORITY renders its oversight and staff participation in development of MODEL under this AGREEMENT as an independent agency. None of the AUTHORITY'S agents or employees shall be agents or employees of the ALAMEDA JURISDICTIONS. 11. Assignment:- This AGREEMENT may not be assigned, transferred, hypothecated, or pledged by any party without the express written consent of all other parties. 12. Binding on Successors, Etc.: This AGREEMENT shall be binding upon the successors, assigns or transferees of the AUTHORITY or ALAMEDA JURISDICTIONS as the case may be. This provision shall not be construed as an authorization to assign, transfer, hypothecate or pledge this AGREEMENT other than as provided above. 13. Severability: Should any part of this AGREEMENT be declared unconstitutional, invalid, or beyond the authority of either party to enter into or carry out, such decision shall not affect the validity of the remainder of this AGREEMENT which shall continue in full force and effect; provided that, the remainder of this AGREEMENT can, absent the excised portion, reasonably interpreted to give effect to the intentions of the parties. The Tri-Valley Model shall have an appropriate level of detail to adequately address the needs of the counties and the Authority,as well as of each individual city,to conduct major traffic impact studies, environmental analyses, evaluate alternative transportation improvement strategies, and support the requirements of Propositions 111 and 108. The Tri-Valley Model will be a nested subset of the Alameda and Contra Costa Countywide models, which,in turn, are a subset of the regional MTC travel demand model system.The Tri-Valley Model will be consistent with the MTC models, as well as the Contra Costa countywide and subregional models and Alameda County models. The Tri-Valley Model shall be capable of projecting AM and PM peak hour, as well as ADT, forecasts for the highway network, including major intersection turning movements for 1990(existing conditions) and the forecast years 2000 and 2010. APPROACH AND N=ODOLOGY CONSULTANT shall develop the Tri-Valley Model from the existing Contra Costa and Alameda County EMIVIFF/2 models. Both of these models have been developed to nest within the MTC regional model and data base. CONSULTANT shall"focus"model refinement on the "subarea"called the Tri-Valley,which includes the Town of Danville,the Cities of Livermore,San Ramon,Dublin,and Pleasanton,their spheres of influence, and selected unincorporated areas of Alameda and Contra Costa Counties, including Alamo and the Tassajara and Dougherty Valleys, but not Castro Valley. CONSULTANT shall develop a substantially more detailed zone system and roadway network within and immediately bordering this subarea. Tri-Valley Model shall provide significant additional detail than is currently available at the countywide level and shall include minor arterials, selected collectors, and turning movements at all major intersections for which counts are available. The Tri-Valley Model shall provide a zonal level of detail equal to or greater than the existing TJKM Tri-Valley model or a level of detail mutually agreed upon with the jurisdictions. Cooperative Agreement No. 45.01.00 Exhibit A Between Contra Costa Transportation Authority and Page 1 of 13 County of Alameda, Pleasanton, Dublin, and Livermore Task 1: Review Existing Transportation Models and Land Use Requirements Purpose The purpose of this task is to review the existing Alameda and Contra Costa Countywide models, and the existing TJKM Tri-Valley model, to identify differences and determine which model structure to apply for the Tri-Valley area. This task also involves reviewing the status of the technical inputs to the Alameda and Contra Costa countywide and subregional models to assure consistency among the models. Approach and Methodology Pursuant to the passage of Proposition 111,Alameda and Contra Costa Counties will develop congestion management programs which require that the Tri-Valley model be consistent with MTC's modeling methodology and assumptions. Also,a methodology that incorporates both the Alameda and Contra Costa models will need to be developed. It is anticipated that this will involve writing a program that incorporates Contra Costa trip generation models and data for the zones in Contra Costa County and the Alameda trip generation model and land use for zones within Alameda County. The modeling methodology will be reviewed with MTC staff for approval Product The product of this task will be a technical report documenting the model that will be used in the Tri- Valley area. This report shall be sent to the MTC for their review and approval. To-ensure that the consistency standard is met, the CONSULTANT shall meet with the MTC to answer any questions they may have. Task 2: Network/Zone System Definition Purpose The CONSULTANT shall design the focused zonal system and the detailed highway and transit networks for the Tri-Valley area model Network definition shall include proper location of traffic zone"centroid" connector links and other network details. CONSULTANT shall review the location and number of traffic zones and centroid connectors with each locality and incorporate comments. Approach and Methodology Traffic Zone System: Definition of the zonal.system to be used for the Tri-Valley model will be the responsibility of the CONSULTANT. Using AAA base maps, the CONSULTANT shall prepare a Cooperative Agreement No. 45.01.00 Exhibit A Between Contra Costa Transportation Authority and Page 2 of 13 County of Alameda, Pleasanton, Dublin, and Livermore preliminary draft and a draft version of a refined zone structure for Tri-Valley that will be submitted to the jurisdictions, the counties, and the Contra Costa Transportation Authority for review. Based upon the jurisdictions' comments, a final zone map will be prepared and distributed to the jurisdictions, the counties,and the Authority. The refined zone system will consist of subsets of the individual county-level structures, the 1980 census tracts, and MTC's 550-zone system. To the extent possible,zone boundaries . shall correspond with city jurisdictional limits. The remaining portions of Contra Costa and Alameda Counties shall be consistent with MTC's 550-zone system. In the other Bay Area counties,the aggregated zone size shall correspond with the MTC superdistricts. Highway Network.CONSULTANT shall refine the highway network to provide a suitable level of detail. The networks shall include freeways, major and minor arterials, and selected collector streets. The CONSULTANT shall assure that all FAU (Federal Aid Urban) routes will,be included in the network. Using AAA base map, the CONSULTANT shall prepare preliminary draft and draft roadway, maps showing the proposed street system to be included in the network, including critical roadway characteristics, such as number of lanes, facility type (freeways, arterials, collectors), and area type (i.e., CBD, residential, rural). These maps will be sent to each of the jurisdictions for review. Based on their comments, the network definition will be finalized. Transit Networks:The CONSULTANT shall review and update the transit networks previously developed for the countywide models_ The networks will be reviewed by transit operators against current service practices and shall be updated by the CONSULTANT ' as required. End Product The end product of this task will be a reproducible map showing the refined zone system, and roadway maps displaying the roadway facilities to be coded in. the network, including the critical roadway characteristics, such as facility type and number of lanes. Task 3: Update Demographic Data Base Purpose CONSULTANT shall develop the land use and demographic data for the base year(1990) and two future years (2000 and 2010) necessary to do the model validation and produce the travel forecasts. For the purpose of land use data collection, the nine Bay Area counties will be divided into the following regional areas: Region 1. Tri-Valley area Region 2. The remainder of Contra.Costa County Region 3. The remainder of Alameda County Region 4. Other seven Bay Area counties Region 5. San Joaquin County. The data.inputs for the zones within Regions 1, 2, and 3 consist of the following variables: 1. Number of Households 2. Household Population 3. Employed Residents 4. Household Income (expressed in 1979 or.1980 $) 5. Retail Employment 6. Service Employment 7. Other Employment 8. Total Zonal Acres 9. Diablo Valley And Contra Costa College Enrollment 10. Alameda County Model data requirements. For the areas external to Regions 1,2,and 3,only the total number of jobs and households for each traffic zone will be prepared. The zonal structure in areas outside Regions 1,2,and 3 are at a greatly aggregated level that shall only require household and employment variable in order to produce travel forecasts. Economic and Planning Systems (EPS), as a subconsultant to Barton-Aschman, with participation of Alameda County and Contra Costa County staff and the Tri-Valley jurisdictions,shall create the data base system containing detailed existing and future land use assumptions for all the traffic zones within Contra Costa County and the Alameda County portion of the Tri-Valley area for the years 1990,2000,and 2010. With this data base system, land use and demographic data files for Regions 1 and 2 will be created to be used as the input for the trip generation model EPS contribution to the land use and demographic input refinement will consist of the following effort: • Improvement/modification of the existing computer data base system. EPS shall use data base management programs used for the Contra Costa County General Plan as the building block for this application. New data gathered from the participating jurisdictions shall be added to the data base. EPS will provide system support to the cities on an as-needed basis. • Data Collection and Research. EPS with assistance of Alameda County and Contra Costa County staff and the participating Cities of San Ramon, Livermore, Dublin, Pleasanton and the town of Danville, shall prepare the 1990, 2000, and 2010 land use and demographic data. EPS shall provide the cities with data specifications and the data formats and shall provide overall guidance to the participating jurisdictions in the data collection effort. The 2010 land use projection, prepared by EPS, will be constructed using rend line analysis from. ABAG projections, other available projections, market data, and land capacity analysis. • Documentation. EPS shall prepare documentation describing the data sources, estimated relationships and other assumptions used in the development of the 1990, 2000, and*2010 land use data basis. EPS will prepare comparison spreadsheets showing the existing (1990) and future (2000 and 2010) land use and demographic assumptions by zone and jurisdiction. These assumptions will be submitted to the jurisdictions and MTC for review and comments. Years 1990,2000,and 2010 household and employment data for areas external to Regions 1,2 and 3 shall be constructed by the CONSULTANT based upon available data from the Alameda Countywide Transportation Plan,from the Association of Bay Area Governments(ABAG)projections,available MTC data, and external travel data from Caltrans: If necessary, year 2010 household and employment projections shall be adjusted in order to obtain an acceptable job/housing ratio in the region. End Product The end product of this task will be computer data files containing the land use and demographic variables for each traffic zone within Contra Costa County and the Alameda County portion of the Tri-Valley area, as well as for the zones representing the remainder of the Bay Area counties for 1990, 2000 and 2010. Approach and Methodology The Alameda and Contra Costa County highway networks shall be used as the basis for the network development in Tri-Valley. Beyond freeways and major and selected minor arterials, which are currently present within the counties'networks,the complete set of minor arterials and selected collectors as defined in Task 2 shall be added to the highway network CONSULTANT shall refine the network in the areas surrounding Tri-Valley, in order to better reflect travel patterns between Tri-Valley and outlying areas. The peak-hour and off-peak period.transit networks, obtained from the existing alameda Countywide network, shall be updated and implemented in the model. The contra Costa County network shall be incorporated into this network. End Product t'he end product of this task will be a base year(1990) highway and transit network, including centroid connector locations, representing a detailed transportation system in and immediately bordering the Tri- Valley area. Task 5: Traffic Data Requirements Purpose The purpose of this task is to obtain current year(1990) traffic count data for use in validating the Tri- Valley subarea travel demand models. Approach and Methodology Mainline traffic counts on freeways,expressways,and arterials should be provided for an average weekday as well as for both the AM and PM peak hours. Intersection count data should include AM and PM peak- Cooperative Agreement No. 45.01.00 Exhibit A Between Contra Costa Transportation Authority and Page 6 of 13 County of Alameda, Pleasanton, Dublin, and Livermore hour turning movements at major arterials, including on- and off-ramps. The CONSULTANT shall request existing roadway and intersection traffic counts from Caltrans and from each jurisdiction. The CONSULTANT shall review and compile this count data and prepare a list of proposed locations where additional counts will be necessary. Following review by the jurisdictions, each individual jurisdiction will conduct additional traffic counts as required. Daily transit ridership information(for BART,BART Express, County Connection.and LAVTA) will be collected by the CONSULTANT. End Product The end product of this task will be a set of current roadway traffic counts and intersection turning- movement counts for use in validating the Tri-Valley travel demand model. The count locations and dates shall be illustrated on a map of the area. Task 6: Model Implementation Purpose The purpose of this task is to get the model up and running by implementing the travel demand model within the EMMF,/2 transportation planning software. Approach and Methodology This task involves updating the model application procedures to reflect the revised zonal structure. The same travel demand model structure as for either of the countywide models shall be used in order to ensure consistency with the countywide travel demand models. The 1990 land use and demographic data files, developed in Task 3, shall be used as input for the selected trip generation program. The mathematical equations representing the trip distribution, modal choice.models, and the assignment procedure, shall be updated in the EMMFE12 software. User friendly macros shall be created to allow application of the various modeling procedures in sequence without.manual intervention. End Product . The end product of this effort will be an executable travel demand forecasting model for the Tri-Valley area that will be validated in Task 8. Task 7: Traffic Engineering Programs Purpose The focus of this task is to develop the data base files that are used by computer programs to convert E QYfE,R output to a format readable by traffic engineering level of service programs.These files are also used in the validation effort to compare counted intersection turning movements with model-forecasted turning movements. Approach and Methodology The CONSULTANT shall create a turning-movement file and a geographic correspondence file for each counted intersection. These files shall be used to automate the validation effort by creating a comparison table of counted and EMME/2-simulated turning movements for these intersections. The CONSULTANT will develop separate computer programs to take data from EMIVIFF,/2 output adjusted based on existing count data, which will be combined with descriptions of intersection geometrics(such as the number of lanes for each movement, signal phasing, etc.) to perform intersection level of service calculations for various level of service programs, such as the V/C program. The V/C program will include the Furness adjustment procedure for intersection analysis. ,;The CONSULTANT shall perform AM and PM peak-hour level of service calculations at 80 to 85 major intersections in the Tri-Valley area. These intersections include all ramp terminals and most major arterial intersections within the study area. The level of service analysis will be performed for the 1990, 2000 and 2010 traffic conditions. The CONSULTANT,in conjunction with the jurisdictions, will provide the 1990 (existing) AM and PM peak-hour turning-movement counts at the selected intersections as well as the intersection characteristics, such as the number of lanes, signal phasing, etc., for those intersections for the existing (1990) conditions and for the two forecast years. Individual jurisdictures shall be re sponsible for analysis of the intersection End Product The end product of this task will be a set of computer programs and necessary output tables showing existing and projected intersection turning movements,and level of service at intersections calculated from adjusted model output. For each intersection,the.CONSULTANT shall submit all output data for review. Cooperative Agreement No. 45.01.00 Exhibit A Between Contra Costa Transportation Authority and Page 8 of 13 County of Alameda, Pleasanton, Dublin, and Livermore Task 8: Model Validation Purpose The purpose of this task is to adjust the model so that the travel demand modeling system produces realistic, validated estimates of current traffic-flow patterns in the Tri-Valley area. Approach and Methodology The CONSULTANT shall execute the trip generation, trip distribution, modal split, and trip assignment modules for the 1990 base year and measure the accuracy of the model against actual traffic volumes. The CONSULTANT shall validate the model to the following tolerances, by jurisdiction, for ADT, and peak-hour directional traffic or levels mutually agreed upon by the Authority, the Counties and jurisdictions- Seventy-five percent of freeway link volumes will be within +/- 20 percent. Fifty percent of freeway link volumes will be within+/- 10 percent. Seventy-five percent of major arterial link volumes will be within+/- 30 percemr Fifty percent of major arterial link volumes will be within +/- 15.percent Intersection movements greater than.1,000 vehicles per hour-- 50 percent will be within +/-20 percent Intersection movements between 500 and 1,000 vehicles per hour— 30 percent will';;- within +/- 20 percent These tolerances are based on direct output from Emmet and do not include any manual adjustments. Higher tolerances will be achieved by manually adjusting the model output and developing, where appropriate, factors to bring the model generated numbers closer to the counts. Intersection taming movements will be estimated based on using the Femess adjustment method as described in the Authority's Technical Procedure Manual. The intersection analysis will be conducted using adjusted volumes. The CONSULTANT shall prepare detailed comparisons of observed and estimated average daily(and AM and PM peak-hour) traffic volumes at critical roadway sections and screenlines, as well as peak-hour turning-movement volumes at intersections in the Tri-Valley area to test the models' accuracy. Based on the,results, adjustments shall be made in the modeling process, and new model runs shall be performed Cooperative Agreement No. 45.01.00 -Exhibit A Between Contra Costa Transportation Authority and Page 9 of 13 County of Alameda, Pleasanton, Dublin, and Livermore until the model output reasonably agrees with observed traffic flows. If necessary for validation, the need for special generators shall be analyzed. CONSULTANT shall analyze transit ridership projections, make comparisons with the data collected in Task 4, and adjust the model to validate transit-passenger levels. End Product The end product of this task will be a validated Tri-Valley travel area forecasting model . The CONSULTANT shall provide plots and appropriate tabulations for review by the jurisdictions. Task 9: Travel Forecasts Purpose The purpose of this task is to produce year 2000 and year 2010 forecasts for the Tri-Valley area. Approach and Methodoloo The CONSULTANT will meet with staff from the Tri-Valley cities,the Authority,the counties, Caltrans, and transit agencies(BART and LAVTA),to obtain transportation plans that are likely to be implemented by 2000 and 2010. CONSULTANT shall submit the plan improvements to Alameda County and the Authority for their review and approval for inclusion into the future networks. CONSULTANT shall code plan improvements into the model to develop 2000 and 2010 highway and transit network alternatives for the Tri-Valley area. The corresponding land use and demographic data for 2000 and 2010 developed in Task 3 shall be input into the model to project future travel. The CONSULTANT shall run the model to produce the 2000 and 2010 forecasts. CONSULTANT shall check the reasonableness of the forecasts by comparing screenline and link-level data with existing traffic and validated 1990 model output. CONSULTANT shall analyze the following model outputs: • AM and PM peak-hour and average daily traffic volumes on freeways and arterials. • AM and PM peak-hour turning movements and level of service projections at selected intersections. Task 10: Documentation Purpose The purpose of this task is to prepare appropriate documentation of the travel demand model, and prepare a user instructions manual for correct application of the focused Tri-Valley Model. Approach and Methodology► CONSULTANT shall prepare a Technical Report documenting the approach, methodology, assumption and results of the Tri-Valley Model. The report shall include existing count data and validation records in a technical appendix: The Technical Report shall describe the development and validation of the travel demand model. The report shall document the networklzone and land use generation/distribution/assignment methodologies for the Tri-Valley model step-by-step. pll �e trip CONSULTANT shall prepare a Users' Guide to provide instructions for running the Tri-Valley Model. Included in the Guide shall be computer-program-flow diagrams and the options and parameters used when executing the travel models as well as the utilization of separate programs that will convert model output to a suitable format for.subsequent traffic engineering applications. End Product The end product of this task will be a Technical Report and a Users' Guide for the Tri-Valley Model. Upon completion of the Tri-Valley Travel Demand model, the CONSULTANT shall deliver all the 'hardware and software to the location designated by the Authority in conjunction with Alameda Counties and the Tri-Valley jurisdictions. The task also includes coordination meetings with the MTC, Caltrans.and local jurisdictions. Approach Trend meetings will be held on a monthly or"as-necessary" basis with representatives of the Tri-Valley Transportation Council,the Authority, and Contra Costa and Alameda County staffs,to review the status of the project. The existing budget will allow for eight trend meetings. .For each trend meeting, the CONSULTANT shall prepare the following items: • Agenda: The agenda should address technical issues,scopelbudget issues,€ rjte- week horizon schedule, Master Schedule, and percent-complete versus perm*;el" expended_ • Four-Week Horizon Schedule: Shows key current activities and those l lanncd during the next month Key activities that span beyond the month may be shown using dates. • Action Items Log: Key submittals and issues for involved parties should be shown on the Action Items Log. If responses are expected, the initial due datc should be shown and the final date monitored.The log should give a continuous chronology of the project from start to finish. However, only the most recent action items need to be attached to the agenda. • Master Schedule: Shows key project activities through the completion date,with emphasis on deliverables, review periods by jurisdictions/committees, and final submittals at the end of the contract duration. Master schedule should be date- specific and easily updatable, as activities may be added or deleted.
