SUBJECT: Proposed Programs Supporting U. S. Military
Personnel.

DESCRIPTION: Tri Valley Welcome Home Celebration
Councilmember Jeffery has requested that the Council consider joining
cities in the Tri Valley area in formulating a Welcome Home
Celebration to honor local servicemen and women and their families.
This proposed Celebration is in the planning stages. Councilmember
Jeffery has requested that the City Council appoint her to represent
the City in working with other cities in the Valley to develop this
Celebration. A report to the Council would be forthcoming once those
plans had been formulated.
Adoption of Military Units Serving in the Gulf Theater Operation
Mayor Snyder has requested that a program proposed by Richard Lee, a
resident of the City of Dublin, be considered by the Council. This
program would provide for the formal adoption of a military unit
serving in the Gulf Theater of Operation by the City of Dublin. To
accomplish this goal, the City would be required to adopt a formal
resolution establishing its own adopted military unit; establish an
active citizen committee which will function as a liaison between the
City and the adopted unit; and arrange for a symbolic gift to be
presented to each member of the adopted unit from the City.
The non-profit organization "America Supporting Americans," will match
military units with cities.

SIIBJECT: ADOPTION OF MILITARY IINIT3 SERVING IN THE GTO
TO: MAYOR PETE SNYDER AND DIIBLIN CITY COIINCIL
FROM: RICHARD T LEE, RESIDENT OF THE CITY OF DIIBLIN
DATE: MARCH 4, 1991
CONTROLLING PURPOSE: TO SIIGGEST THE FORMAL ADOPTION OF A MILITARY
IINIT BY THE CITY OF DIIBLIN AND OTHER COMMUNITIES.
INTRODIICTION:
THIS PROPOSAL CARRIES THE FIILL ENDORSEMENT OF THE PRESIDENT OF THE
UNITED STATES, NAMELY GEORGE BIISH. SIMPLY STATED THIS ENDORSEMENT
IS AMERICA SIIPPORTING AMERICAN3. STATED SPECIFICALLY, THE
PRESIDENT ENDORSES AN ALREADY ESTABLISHED ADOPTION PROGRAM FOR
BRANCHES ( AND THEIR RESPECTIVE UNITS ) OF THE UNITED STATES ARMED
SERVICES BY AMERICAN TOWNS.
TEXT:
THE PURPOSE IS TO PROVIDE APOLITICAL, MORAL AND "MORALE" SUPPORT TO
THE YOUNG MEN AND WOMEN WHO SERVE THEIR COUNTRY, AND TO PROVIDE A
BOND OF FRIENDSHIP BETWEEN ALL AMERICANS. THE GOAL IS TO PROVIDE
ADOPTION FOR EVERY UNIT OF THE ARMED SERVICES. APPROXIMATELY 4500
OF THE TROOPS HAVE BEEN FORMALLY ADOPTED BY A NUMBER OF AMERICAN
TOWNS SINCE DECEMBER 1990.
TO ACCOMPLISH THIS GOAL, A CITY IS REQUIRED TO DO THE FOLLOWING:
1) ADOPT A FORMAL RESOLUTION PASSED BY THE MAYOR AND CITY
COUNCIL, ESTABLISHING THEIR OWN "ADOPTED" SONS AND DAUGHTERS.
2) ESTABLISH AN ACTIVE "CITIZEN" COMMITEE WHICH WILL LIASON
BETWEEN COMMUNITY AND THE ADOPTED UNIT.
3) IT IS SUGGESTED THAT A SYMBOLIC GIFT FROM THE CITY BE GIVEN TO
EACH MEMBER OF THE ADOPTED UNIT ( KEY TO THE CITY, MEDALLION OF
CITY SEAL) "
THE ARMED SERVICES OF AMERICA HAS OFFICIALLY DESIGNATED THE
NONPROFIT ORGANIZATION "AMERICA SUPPORTING AMERICANS" TO MATCH UP
MILITARY UNITS WITH CITIES RESOLVED TO ADOPT THEM, AND TO PROVIDE
ALL OTHER ASSISTANCE AS NEEDED; SUCH AS PROVIDING WRITTEN
GUIDELINES, EXAMPLES OF RESOLUTIONS, AND PERSONAL COMMUNICATION.

ON A PERSONAL NOTE, I WAS RAISED IN THE CITY OF SAN MATEO, WHICH
HAS THE DISTINCTION OF BEING THE FIRST CITY TO ADOPT A MILITARY
UNIT IN THE NATION. THE DATE WAS 1968. THE SOCIO-POLITICAL
ATMOSPHERE WAS EXPLOSIVE, AND I AM SURE YOU CAN APPRECIATE THE
CONTROVERSY OF SUCH A VIRTUOUS ACT. AS AN ADULT I WAS DEEPLY MOVED
BY THE RAW EMOTION DIPICTED IN THE PERSONAL LETTERS, MOMENTOS AND
PICTURES OF THE ADOPTED SOLDIERS AND THEIR PARENTAL COMMUNITY, THAT
I VIEWED IN THE MEMORIAL EXHIBIT FOR COMPANY A, 1/327 OF THE 101
AIRBORNE DIVISION AT THE SAN MATEO PUBLIC LIBRARY. THIS SPARKED
THE INTEREST IN ME TO MAKE THE ADOPTION PROPOSAL TO YOU.
I HAVE ALSO CONTACTED A NUMBER OF DUBLIN RESIDENTS IN MY
NEIGHBORHOOD WHO ARE VERY MUCH INTERESTED IN ASSISTING IN WHATEVER
WAY THEY CAN IN SUPPORTING THE CITY IN PASSING AN ADOPTION
RESOLUTION, AND/OR PARTICIPATING IN A CITIZENS COMMITEE. ONE
NEIGHBOR HAS APPROACHED HER COWORKERS AT A LOCAL BUSINESS AND UP TO
22 DUBLIN RESIDENTS, INCLUDING THEIR RESPECTIVE FAMILY MEMBERS ARE
ETHUSIASTICALLY EDORSING THIS PROPOSAL.
ON A LAST NOTE, IF THE CITY IS WONDERING ABOUT THEIR OWN RESIDENTS
WHO ARE SERVING IN OTHER UNITS, YOU CAN ADD THEIR NAMES TO THE
ADOPTION ROLL LIST. ALTERNATIVELY, SINCE THE GOAL IS TO ADOPT ALL
MILITARY UNITS, THEY WILL PROBABLY BE PART OF ANOTHER CITIES
ADOPTION.
IN CONCLUSION, IF THE CITY DECIDES TO ADOPT A MILITARY UNIT, YOU
MAY FIND THAT THIS NOBLE GESTURE WILL BE ONE OF THE MOST
PLEASURABLE AND FULFILLING DUTIES OF YOUR CIVIC LEADERSHIP, AND
WILL AFFECT YOUR COMMUNITY IN A PROFOUND AND POSTIVE WAY.

AMERICA SUPPORTIi~G AMERICANS
I. OBJECTIVE:
To establish an "Adoption" program for every branch, (and their units) of the
United States Armed Services, by an American town. The purpose is to bond
Americans with the young men and women who serve their country. It is a"morale
support" project with no political ties - but instead a show of support towards those
fellow Americans who are called upon by their country.
II. WHAT IT TAKES TO MAKE IT SUCCEED IS:
A) A formal adoption resolution passed by the mayor and city council establishing their
own "Adopted Sons/Daughters."
EXAMPLE: 1/sz~th Infantry, ioist Asrr nzv.
B) Perhaps sending each member a symboiic key to the city/town should they choose
to visit on their return home.
C} To set-up an active "Citizens Committee~~ which will act as a liason between the
community and the men/women adopted.
Some of the committee's functions should be: ,
1. To promote letter writing and distribution of names on rosters.
2. To make public, any responses/replies (mail) from men through speaking
engagements, i.e., civic-service clubs, schools, news media.
3. Provide lists of the needs of the adopted men/women to the community.

4. To seek involvement and support from community businesses, service clubs,
schools, and private citizens.
5. To prepare posters, flyers and other written material making the communiEy
more knowledgable and aware of special events, holidays etc., which would
include public participation.
6. To coocdinate fund drives for any expenses incurred i.e., postage, printing
stationary, gifts sent to your adopted men/women on behalf of the committee
representing the community as a v~~hole. .
