The proposed 1991-92 assessment is $49,068. The City
is reimbursed by this assessment district for
landscape maintenance and utility costs.
DESCRIPTION: In 1983, the City formed the Landscaping and Lighting
Assessment District No. 1983-2 for maintenance of landscaping within Tract
4719 (Stagecoach Road and Stagecoach Park). In 1989, the City Council
determined to remove the maintenance cost for Stagecoach Park from this
Assessment District. The maintenance cost for Stagecoach Park is now paid by
the City through the Park Maintenance Operating Budget.
The cost of maintenance of the Stagecoach Road landscaping is spread 60% to
the Amador Lakes development (divided among the 552 condominium lots) and 40%
to the Beck development (divided among the 150 single-family lots).
Ail of the single-family interior slopes (Agate Way and Coral Way) maintenance
cost is spread evenly to the 150 single-family lots.
The District Diagram remains the same as last year. The District assessment
this year is $49,068, which is approximately $4,154 higher than last year's
assessment. This major cause of this increase is the budgeted replacement of
plant material that was damaged by the winter freeze. Increases are also
anticipated in utility rates and in the cost of contract services for
fertilization and chemical weed control. Additionally, the irrigation systems
in this area have been vandalized repeatedly, and the cost of head repair and
replacement is reflected in the proposed assessment.
The assessment to the single-family property owners in the Beck development
will increase from $181.74 to $194.64 per single-family home. The Amador
Lakes Apartments property will be assessed at a rate of $36.00 per dwelling
unit, as compared to $31.98 last year. It is proposed to utilize
approximately $3,900 from existing reserves to help defray the cost of
replacing the frost- or drought-damaged plant material; however, the use of
reserves will not completely offset the cost of the replacement.
In previous years, Staff has held informational meetings prior to the public
hearings for both this and the "Villages" assessment district so that the
residents within the districts could ask questions of Staff in an informal
atmosphere. For the last two years, no one has attended these meetings, and
Staff recommends discontinuing the scheduled informational meetings but
continuing to offer to meet with any residents expressing an interest, either
on an individual or collective basis. A newsletter which explains the effects
of frost damage and the drought, as well~.a~ the other factors affecting the
assessment, will be sent to all property owners.
Staff recommends that the City Council adopt the Resolutions approving the
Preliminary Engineer's Report and Appointing Time and Place of Hearing (City
Council Meeting of August 12, 1991).
