3) Copy of Service Request Log

RECOMMENDATION: Review services and proposed one-year extension
of contract.
1174V 2) Adopt resolution approving amendment to
agreement.
FINANCIAL STATEMENT: See below. Funding for the services has been
included in the proposed 1991-92 budget.
DESCRIPTION: The term of the existing sweeping contract is two
years, with the option to renew the contract for two additional one-year
extensions. The contractor is allowed to submit a proposed rate increase 60
days .prior to the end of each contract year. The first one-year extension of
the contract ends June 30, 1991 .
Sweeping of residential streets is performed twice a month, on the second and
fourth weeks of the month. Initially, extra sweeping weeks were provided
during the heavy leaf fall season; however, in FY 1989-90, A-1 began
providing a vacuum truck to pick up loose leaves during regular sweeping
weeks. This service is billed at the hourly callout rate, and amounts to
less than half the cost of an extra sweeping week at the curb mile rate. The
combination of vacuum and sweeper is more effective in removal of leaves than
using a sweeper alone. Commercial streets and intersections are swept once a
week on Wednesdays. Downtown trash cans are emptied once a week on Fridays,
except that extra pickups may be requested during heavy use at the normal
per-can rate. A-1 empties only the City's cans; the Livermore/Amador Valley
Transit Authority is responsible for the bus shelter cans and contracts with
a separate firm for pickup.
A-1 provides twice-monthly sweeping of parking lots at Alamo Creek Park, the
Civic Center, and the Dublin Sports Grounds. Sweeping of the Shannon Park
parking lot was also budgeted but has not been done to date due to
construction.
Performance Review
The City has received a total of eight service requests regarding street
sweeping thus far in FY 1990-91 . Seven of these occurred during November,
December, and January during the heavy leaf season and were essentially
requests for information. As indicated above, a vacuum truck is used to pick
up the loose leaves, and the sweepers follow to pick up the residue. As the
residents called in, they were advised that two or more pieces of equipment
were being used and that the regular schedule could be delayed somewhat. The
sweeper did return to each location for which a complaint was received to
make certain the street was clean, and the supervisor contacted the residents
personally.
Fewer service requests have been received to date for street sweeping in FY
1990-91 than in previous fiscal years. A breakdown is as follows:
----------- ----------------------------------------------------------------
ITEM NO. COPIES TO: A-1 Sweeping
& 3 20 - 3o

Average Rating* 4.0 3.7 4.3 4.0 5.0 4.6
*Rated on a scale of 1 - 5, with "5" being the best.
A-l 's response on emergency callouts has been good, with service provided
within an hour in most cases. A-1 has responded to the service requests
within 24 hours or less in all cases, as required by the contract.
In last year's contract review, it was reported that invoices frequently
needed correction. This problem has been resolved, and recent invoices have
been correct.
Cost-Effectiveness
While some other neighboring cities have purchased sweepers and provide this
service in-house, Staff feels that contract sweeping best serves the City of
Dublin for several reasons. The sweepers themselves require a large capital
outlay ($100,000 each or more), and a minimum of two machines would be
required in order to provide a backup. Sweepers are susceptible to
mechanical problems and require frequent repair and maintenance. A-1 employs
a full-time mechanic to ensure that their fleet of seven sweepers remains in
good running order. A minimum of two persons (a primary operator and a
backup for illness and vacations) would need to be hired and trained to
operate in-house sweepers. In addition, Dublin would need to rent or build a
facility to store this equipment. The present number of curb miles in the
City of Dublin (approximately 130) is not sufficient to support optimum
amortization of the cost of two machines and two sweeping employees. It may
be possible to use a contract sweeper as a backup in lieu of a second
employee; however, the cost per curb mile for the contract sweeper on this
basis would undoubtedly be higher than the annual contract cost, and its
availability on short notice could be a problem.
Having a contract sweeper also gives the City flexibility in frequency of
sweeping, should the City desire to increase or decrease the level of
service. Until such time as Dublin greatly expands its curb miles, and
provides some other maintenance services with City employees, it remains more
cost-effective to contract for sweeping services.
Since this is the final year of the present contract, Staff will perform an
in-depth survey of sweeping options during the course of the year and make
recommendations to the City Council at a later date with regard to a new
contract. The recent amendment to the purchasing ordinance allows a
negotiated contract for street sweeping services. Staff suggests that the
term of the contract be lengthened to five years and that the "optional_
extension" clause be dropped since the City has the ability to terminate a
contractor if performance is poor. If there are any particular provisions
which the City Council believes need to be addressed or evaluated for the
future report on this service, it would be appropriate to provide input at
this time.
Proposed Amendment to Contract
The original two-year sweeping contract was awarded to A-1 Sweeping by the
City Council in January of 1989 after the previous contractor, American
Environmental, failed to perform. (The original contract actually ended in
June of 1990 after a year and a half so that subsequent annual contract
reviews would coincide with the budget reviews. ) The first one-year
extension has now expired, and a decision must be made whether to extend the
contract for the final one-year period allowed under the contract.
As permitted according to the terms of the contract, A-1 Sweeping has
submitted a cost-increase proposal. The only request is an increase of the
callout rate from $45.00 per hour to $55.00 per hour. A total of 30 callout
hours was budgeted for FY 1990-91 , and Staff recommends increasing this
budget to 63 hours, since the leaf sweeps used a total of 56 hours over two
months. Historically, only about seven callout—hours are used each year for
non-leaf sweeps. Staff feels that the increase in callout rate is reasonable
- 2 -
since A-1 has not increased its callout rate during the term of this
contract. The $10.00 increase amounts to a 7.4% per year increase over three
years. None of the rates for other services are proposed to increase.
Following is a comparison of the current vs. proposed charges. The
quantities are given for comparison purposes only. Actual work will vary
depending on measured quantities over the contract year.

Trash receptacle pickup is budgeted in the Street Maintenance Operating
Budget. Parking lot sweeping is budgeted in the Park Maintenance Operating
Budget.
The overall effect of the proposal, using like quantities, is an increase of
about 0.9%. The FY 1990-91 budget was based on the addition of about 11 curb
miles, some of which are not yet being swept because the streets have not yet
been accepted or, in some cases, the subdivisions were not built. Staff does
not anticipate accepting any roads during FY 1991-92 that have not already
been added into the budget.
Staff recommends that the City Council review the services performed to date
approve extending the contract for an additional one year period, and adopt
the resolution approving the amendment to the contract increasing the rate
per callout hour from $45.00 to $55.00.
