FINANCIAL STATEMENT :
Authorize Staff to prepare the documents
necessary to execute the contract agreement
at a cost not to exceed $18,750
Sufficient funds are included in the Fiscal
Year 1991-92 Budget
DESCRIPTION As part of the 1991-92 update to the capital
Improvement Program, funds were budgeted for the construction of new
play areas at both Nielsen School and the former Cronin School. Staff
has received a proposal for landscape architectural services from
Singer & Hodges, Inc. who prepared the initial design and cost
estimates for these projects as part of the Dublin Schools Improvement
study. The proposed fee of $18,750 provides for preparation of design
and construction documents as well as construction observation.
It is therefore recommended that the City Council take the following
action:
1. Authorize staff to enter into a contract agreement with
singer & Hodges, Inc. based on the Proposal for Landscape
Architectural Services attached in Exhibit A.
2. Direct Staff to negotiate a development agreement with the
Dublin Unified School District for the projects.

RE: Nielsen and Cronin School Play Areas
Dear Diane:
We want to thank you for the opportunity to submit the following proposal for
landscape architectural services in connection with the development of play
areas at the Nielson and Cronin School sites in Dublin, California.
PROPOSAL
I. Landscape Architectural Services
Singer & Hodges, Inc. shall perform the following landscape architectural
services:
A. Preliminary Plans
1. Attendance at on-site predesign meeting with City staff.
2. Preparation of preliminary play area designs for staff and neigh-
borhood review.
3. Presentation of preliminary designs at two neighborhood meetings.
4. Revisions to preliminary designs based on input received at neigh-
borhood meetings and as directed by City staff.
5. Presentation of revised preliminary play area designs and cost
estimates to City of Dublin Parks and Recreation Commission and
City Council and the Dublin/San Ramon School Board for review
and approval.
B. Working Drawings and Specifications
1. Preparation of working drawings, specifications, and development
cost estimate.

2. Working Drawings shall include
a. Existing Conditions and Site Preparation
b. Layout and Reference
c. Grading and Drainage
d. Planting
e. Irrigation
f. Applicable Details and Specifications
C. Assistance During Bid Process
Singer & Hodges, inc. shall provide assistance to the client by
answering Contractor questions during the bid process and preparing
addenda, if necessary.
D. Construction Observation
A representative of Singer & Hodges, Inc. shall make six (6) visits to
the site during construction (three visits to each site) to ascertain
if the landscape work is generally proceeding in conformance with the
drawings and specifications. On the basis of such on-site obser-
vations, as Landscape Architect, Singer & Hodges, Inc. shall keep the
client informed of the progress and quality of the work. Additional
construction observation requested by the client shall be billed as
Additional Services at the rates listed in Item IV.
II. Additional Conditions
A. The City of Dublin shall provide all existing information necessary
for the completion of landscape architectural services in this letter
of agreement.
B. Landscape Architects are regulated by the California Board of
Landscape Architects. Any questions concerning a Landscape Architect
may be referred to the Board at:

C. The City of Dublin agrees not to use or permit any other person to use
plans, drawings, or other work product prepared by the consultant,
which plans, drawings, or other work product are not final and which
are not signed and stamped or sealed by consultant. Client agrees to
be liable and responsible for any such use of nonfinal plans,
drawings, or other work product not signed and stamped or sealed by
consultant and waives liability against consultant for their use.
Client further agrees that final plans, drawings, or other work pro-
duct are for the exclusive use of client and may be used by client
only for the project described in this agreement. Such final plans,
drawings, or other work product may not be changed nor used on a dif-
ferent product without the written authorization or approval of the
consultant.
III. Compensation for Services and Billing Procedure
A. The fee for the services indicated in Item I of this proposal shall be
$ 18,750.00.
B. Time expended for changes to the documents described in Item I of this
proposal after prior approval by the client of those documents shall
be considered Additional Services and shall be billed at the hourly
rates listed in Item IV.
C. Bills shall be submitted monthly, based on the progress of the work.

v. Additional Services

v. Reimbursable Expenses
Reimbursable Expenses are in addition to the compensation for services
indicated in Item III and include actual expenditures made by the
employees and consultants of Singer & Hodges, Inc. in the interest of the
project for the expenses listed in the following paragraphs.
A. Expense of reproductions, postage, and handling of drawings, specifi-
cations, and other documents, excluding reproductions for the office
use of the Landscape Architect and the Landscape Architect1s
consultants.
B. Expense of renderings, models, and mock-ups requested by the client,
not included in the scope of Landscape Architectural services.
C. Expense of courier service and express mail requested by the City.
A signed copy of this letter of agreement shall serve as our authorization to
proceed with the services indicated.
