Funds are included in the Street Maintenance Operating Budget for the purpose of installing new signs that are approved during the course of the Fiscal Year. DESCRIPTION: Approximately mid-August, Staff received a letter from Chuck Scanlon, Maintenance Superintendent of the Dublin Unified School District, requesting that a passenger loading zone be installed along the frontage of Wells Intermediate School between the westernmost driveway and an existing Wheels bus stop. Additional requests included some small no parking zones adjacent to driveways for visibility purposes. Staff met with Mr. Scanlon and discussed the specific problems the school had experienced concerning parents dropping off and picking up children. Much of this activity presently takes place within the existing circular driveway and parking area; however, the driveway becomes congested, and some parents prefer to drop off their children alongthe street. In the afternoon, some parents arrive before the children are released and need to be able to park and wait for a short period of time. The existing on-site parking and some on-street parking is utilized by school staff members (teachers and volunteers) . While eliminating some of the parking within the on-site parking area would improve the drop-off facilities in the driveway, the school district is reluctant to lose any of the on-site parking. Staff observed that on-street parking is plentiful on both sides of the street. The regulations pertaining to passenger loading zones (white curb) require that the driver stay in the vehicle and that the vehicle remain in the passenger loading zone for no more than three minutes. Since some parents do leave their vehicles and some need to wait for more than three minutes, Staff suggested that a 20-minute parking zone (green curb or signing) be installed in lieu of the passenger loading zone. Parents would then be able to park for a short amount of time when dropping off or picking up children and would also be able to use the 20-minute zone to transact other business with the school during the day. Staff proposes to establish a 20-minute parking zone which would be effective Monday through Friday from 7:30 a.m. to 3:30 p.m. This would allow the residents in the neighborhood to park for an unlimited amount of time during non-school hours. The School District's letter requested that the passenger loading zone also be established across the frontage of the school parking lot. Staff does recommend adding 15 feet of red curb on either side of the exit driveway; however, this action can be taken by the City Manager per the City's Municipal Code. The School District concurs with Staff's recommendation regarding the 20-minute parking zone. Staff recommends that the City Council conduct a public hearing, deliberate, waive the reading and adopt the ordinance on an urgency basis so that the existing safety hazards can be cleared up as soon as possible. a:\sept\agstpkg 2 - ORDINANCE NO. -91 AN ORDINANCE OF THE CITY OF DUBLIN ESTABLISHING A TWENTY-MINUTE PARKING ZONE ON THE NORTHERLY SIDE OF PENN DRIVE THE CITY COUNCIL OF THE CITY OF DUBLIN DOES ORDAIN AS FOLLOWS: Section 1. LIMITED PARKING ZONE Pursuant to City of Dublin Municipal Code Section 6.04.290(D) and in the interest of public safety, a 20-minute parking zone indicated by green curb or signing shall be established on the northerly side of Penn Drive from a point 15 feet westerly of the westerly driveway of Wells School and continuing westerly a distance of 400 feet. The 20-minute parking zone shall be in effect Monday through Friday from the hours of 7:30 a.m. to 3:30 p.m. Section 2. IMMEDIATE EFFECT This ordinance shall take effect immediately upon its enactment because the adoption and immediate effect thereof is necessary to protect vehicular and pedestrian safety. Section 3. POSTING OF ORDINANCE The City Clerk of the City of Dublin shall cause this Ordinance to be posted in at least three (3) public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of California.
