FINANCIAL STATEMENT: None DESCRIPTION: City Staff received an update from CALTRANS regarding the soundwall which is yet to be constructed on the west side of 1-680. Previous information from CALTRANS indicated that a temporary, relocatable wall was being considered in order to accommodate future widening projects. CALTRANS is now proposing to build a permanent block wall at its ultimate location in lieu of the movable walls which have been erected along other sections of 1-680. The wall is proposed to be similar in appearance to the block wall which was built along the east side of 1-680 through Dublin and near the Alcosta Boulevard offramp. Staff has prepared a draft response letter to CALTRANS which essentially approves the design but requests that the large retaining wall which supports the soundwall have a similar color and surface relief. The City Council may also wish to request that CALTRANS provide a more exotic design such as the changing pattern along 1-680 in Walnut Creek or 1-580 near Castro Valley. Although the correspondence from CALTRANS indicates a deadline of October 22nd, CALTRANS agreed to extend the deadline so that the City Council could discuss the issue at the October 28th meeting. Box 2340 100 civic Plaza Dublin, CA 94568 Dear Mr. Thompson: This letter is to update you on the status of the sound wall along southbound 1-680, north of the Amador Valley Boulevard Undercrossing. As we have discussed in our previous telephone conversations, this sound wall was deleted from the on going contract which includes other sound walls along the 1-680 corridor. As originally proposed, this wall would have been placed at an interim position that would not be compatible with the future Measure B southbound to eastbound branch connector for the 1-580/I-680 Interchange. The Alameda County Transportation Authority and Caltrans have decided to construct the sound wall at its ultimate location. Among the many advantages in doing so, the most important ones are that we will avoid disrupting the community twice and the wall would be a permanent masonry block wall rather than the relocatable type built on other sections of 1-680. Construction is scheduled to begin early next year. We will inform you when we have more definite dates. Enclosed please find preliminary plans showin~ the location, layout, typical cross sections and the sound wall aesthetics. The appearance of this wall would be similar to the masonry block wall recently constructed on the east side of 1-680 along the right-of-way line. Box 7310 San Francisco, CA 94120 Attn: Ernie Satow, Chief Project Development Alameda II SUBJECT: 1-680 Soundwall North of Amador Valley Boulevard 4-ALA-680 R20.7/R21.3 4182-233411 Dear Mr. Satow: Thank you for the information and request for aesthetics review of your proposed soundwall on the west side of 1-680 just north of Amador Valley Boulevard. Our City Council's concern regarding aesthetics was in relation to the massive single-color precast walls that were constructed north of Dublin along 1-680. The block cast-in-place walls are much more pleasing, and it appears that you are proposing the same type and pattern as the hand-placed walls along 1-680. This is an acceptable design to the City of Dublin. One comment that we do have, however, relates to the fact that this wall will be placed on a concrete retaining wall with an exposed face toward the City of Dublin residents that is as large or larger than the block soundwall itself. It would be appropriate that the retaining wall face have some relief, such as fluting to match some of the blocks in order to break up the flat expanse, and that the retaining wall have some integral color to match one of the block colors.
