east side of Donlon Way.
FINANCIAL STATEMENT:
Approximately $300 to install no parking signs. Sufficient
funds are budgeted in the Street Maintenance Operating
Budget to cover this cost.
DESCRIPTION: Donlon Way north of Dublin Boulevard is occupied by office
buildings on the west side and backs up to the Springs Apartments on the east side.
The street ends in a cul-de-sac. A driveway for the Kildara townhouse development
enters the cul-de-sac on the right side at the north end as shown on the location
map, Exhibit 2.
Some occupants of the office complex at 7080 Donlon Way have commented that drivers
exiting the Kildara driveway either do not stop when entering Donlon Way or
apparently do not see northbound traffic turning left into the office complex,
resulting in several "near misses." Kildara's developer did install a stop sign
for drivers exiting the driveway and speed bumps in the driveway in an attempt to
slow down the drivers exiting onto Donlon Way. However, Staff has noted a
visibility problem caused by the vehicles which park up to the Kildara driveway on
the east side of the street and obstruct the view of oncoming traffic.
A secondary problem that was noted is that since the Kildara driveway enters Donlon
Way from the right side of the cul-de-sac, drivers em~erimg Kildara's driveway have
to maneuver around the parked cars to enter the driveway.
It is recommended that an 80-foot no parking zone be installed on the east side of
Donlon Way in order to provide drivers a clearer view of oncoming traffic. This no
parking zone would remove approximately four to five on-street parking spaces.
However, the adjacent office buildings, the Kildara complex, and the Springs
Apartments all have~lsufficient onlsite parking, and most of the on-street parking is
not utilized at this time. Some of the spaces that are being utilized are those
directly adjacent to the Kildara driveway. Installing the no parking zone would
cause the owners of those vehicles to park further south or on the opposite side of
the street.
Staff has contacted the manager of the Springs Apartments, who indicated that the no
parking zone will not create a hardship for the tenants. Notices regarding the
public hearing were sent to The Springs, Kildara, and 7080 Donlon Way.
Staff recommends that the City Council conduct a public hearing, deliberate, and
adopt the resolution establishing a no parking zone on the east side of Donlon Way.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
ESTABLISHING A NO PARKING ZONE
ON THE EAST SIDE OF DONLON WAY
(NORTHERLY OF DUBLIN BOULEVARD)
The City Council of the City of Dublin hereby resolves as follows:
Section 1' Pursuant to City of Dublin Municipal Code Section 6.04.250, and in
the interest of public safety, a no parking zone shall be established Donlon Way as
follows:
On the easterly side, from the driveway of the Kildara Development southerly a
distance of 80 feet.
Section 2: Said no parking zone shall be added to Section 6.28.010 of the
City of Dublin Traffic Code.
PASSED, APPROVED, AND ADOPTED this 12th day of November, 1991.
