HomeMy WebLinkAboutItem 4.3 EdenCnynIC Local Funds (2)CITY OF DUBLIN AGENDA STATEMENT City Council Meeting Date: January 27, 1992 SUBJECT: Eden Canyon Road Interchange - Assurance of Availability of Local Funds Report by Public Works Director Lee Thompson EXHIBITS ATTACHED: RECOMMENDATION: FINANCIAL STATEMENT: Resolution Adopt resolution Funding for the study and ultimately for the interchange is provided by the developer DESCRIPTION: This resolution is similar to one regarding the Schaefer Ranch Interchange which was adopted by the City Council in July of 1990. William R. Gray and Co. has been working with Eden Development, Caltrans, TJKM, and City Staff in the design process for future I-580 interchanges in the western Dublin area. As with the Schaefer Ranch interchange, the first step in the process is a Project Study Report (PSR) which will be prepared by Caltrans for the project's inclusion in the State Transportation Improvement Program (STIP). William Ro Gray's charges, as well as the design and constructibn costs for the interchange, are being paid by the developer. In order for Caltrans to complete the PSR, Caltrans needs an acknowledgement from the City in which the City recognizes that the proposed interchange is a locally funded project. The resolution is worded so that no General Fund monies are committed. Gray Marti Buxton, Eden Develo]ln19~%~ Gary Balsdon, Aliquot RESOLUTION NO. -92 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN GIVING NOTICE OF INTENT TO PROVIDE FOR FUNDING AND CONSTRUCTION OF IMPROVEMENTS TO THE 1-580/EDEN CANYON ROAD INTERCHANGE WHEREAS, the City of Dublin on December 12, 1988, authorized a General Plan Amendment Study and Specific Plan Study for the West Dublin Study Area and the draft of such studies have been released for public circulation; and WHEREAS, the California State Department of Transportation, in cooperation with the City of Dublin, has prepared and approved a Project Study Report for a new interchange on 1-580 at Schaefer Ranch Road; and WHEREAS, the 1-580/Schaefer Ranch Road Interchange Project Study Report determined that improvements to the 1-580/Eden Canyon Road Interchange are also necessary to accommodate planned development in the West Dublin Study Area and other cumulative growth in the area; and WHEREAS, the California State Department of Transportation, at the request of the City of Dublin, is in the process of preparing a Project Study Report in order to conceptually define the scope of the proposed 1-580/Eden Canyon Road Interchange improvements; and WHEREAS, in evaluating the proposed improvements to the State Highway System against the California Transportation Commission current funding policy, State and Federal funds are not available nor likely to be available for these proposed improvements; and WHEREAS, before the California State Department of Transportation can complete a Project Study Report for the 1-580/Eden Canyon Road Interchange improvements assurance is needed from the local agency that the project will be locally funded; and WHEREAS, locally funded projects on the State Highway System are no longer programmed as part of the State Transportation Improvement Program and instead are included on a list appended to the STIP as information to the CTC; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin acknowledges that pursuant to the current California Transportation Commission funding policy, improvements to the 1-580/Eden Canyon Road Interchange needed to mitigate planned development in the West Dublin Area, if built, would be a one hundred percent locally funded project. BE IT FURTHER RESOLVED that the City Council, in adopting this resolution, does not commit to using any General Fund monies to fund the I~580/Eden Canyon Road Interchange improvements, but instead, anticipates that monies for such improvements would be made available through assessments, fees, exactions, special taxes, and/or participation from other affected jurisdictions. BE IT FURTHER RESOLVED that the City Council requests the California State Department of Transportation to include the 1-580/Eden Canyon Road Interchange improvements in the appropriate section of the 1992 State Transportation Improvement Program (STIP).
