Dougherty Regional Fire Authority (DRFA) Station No. 1

RECOMMENDATION: Receive presentation by Architect and Staff; ask
questions; review, and approve the proposed exterior
color scheme; and direct Staff to continue working with
DRFA to finalize the project.
FINANCIAL STATEMENT: The project is funded entirely by DRFA Capital
Fees. The current design estimate is within
budget. The estimated construction cost is
approximately $1 , 456, 186, including contingencies.
DESCRIPTION: The Dougherty Regional Fire Authority (DRFA) is currently
underway on the development of construction documents to replace the
existing station in the City of Dublin. The current facility is undersized
and it has structural damage which is unacceptable given the potential for
an earthquake.
Process
The DRFA Board of Directors reviewed and approved the site layout, as well
as preliminary schematic plans. Due to the City of San Ramon having
administrative responsibility for DRFA, these meetings have been held in
the City of San Ramon.
In the typical development process, the only required review of the
building design is at a Staff level. The City Staff have completed a Site
Development Review and the project will conform with the recommended
conditions. Since the fire station is a public building, Staff believed
that it would be appropriate to have the Architect complete a presentation
for interested Dublin residents and the Dublin City Council. The Architect
is also interested in receiving feedback and input on the proposed color
scheme recommended for the exterior treatment.
Site Layout
The project site will provide DRFA with an opportunity to improve on the
operation of a fire station at this location, as well as lessen the impact
on neighboring properties. A copy of the Site Plan is attached as Exhibit
1 . The project site includes the existing station, as well as a portion of
the vacant parcel located to the south (Erik's Deli, etc) . The additional
property required has already been purchased by DRFA.
The proposed site layout improves access to the station by Emergency
vehicles. Currently, the fire engines must back into the vehicle bay.
This disrupts traffic on Donohue Drive and also results in noise in an area
where the adjacent properties are residences. The new configuration will
allow the truck to drive in a loop into the vehicle bay. This also
provides increased safety for DRFA personnel. The site will also be
improved through the installation of a precast concrete or block wall on
all sides except the area adjacent to Donahue Drive. The facility will
accommodate a total of 20 vehicles in the parking lot. This includes a
Handicapped Parking Space required by State law. At shift change, there
could be as many as 16 vehicles at the location. In order to accommodate

visitors or adminisU. eve staff at the same _ime, 20 spaces were
considered by DRFA Staff to be a minimum capacity.
The site layout is also designed to accommodate fire apparatus up to 110
feet in length. Although this size of vehicle is not currently in use,
DRFA did not want the station construction to preclude this in the future.
The fuel tank is an above ground tank which will be relocated from its
current location on the site. The project will also involve removal of
contaminated soil on the site. Dublin San Ramon Services District
abandoned an underground tank at this site in the 1960's. The level of
contamination is extremely low and DRFA will be working with appropriate
County Health Officials during the removal.
The Facility
Floor Plans of the proposed facility are shown in Exhibit 2 (First Floor)
and Exhibit 3 (Second Floor) . The facility is designed to accommodate the
future service needs for a station at this location. A committee with
representatives from each shift have been involved in the layout of the
project. The design emphasizes the location of various uses along central
corridors and stairways. Also, the various uses are clearly divided into
zones (i.e. public area, kitchen/living area, sleeping quarters, etc. )
The first floor includes a public entry, as well as an office/work area for
the shift captains. Located away from the public area on the first floor
is the crew living/dining areas. On the opposite side of the vehicle bays
is a workout room which is adjacent to an outdoor landscaped area.
The second floor is devoted entirely to crew living quarters including
sleeping rooms, lockers, showers, and toilets. An important part of the
design of this area is the provision of privacy to accommodate the
situation where male and female personnel can be working on the same shift.
Exterior
The proposed exterior of the building is designed as a brick veneer with
portions of the second story having a stucco finish. The brick will also
include accent banding created by a contrasting brick color. This is
intended to break up the field color. A green preformed metal roof will
accent the second story, as well as a rounded area above the public entry.
The Architects have proposed glass roll-up doors on the vehicle bays.
Architect Presentation
The Architect will present additional information at the meeting, including
color sketches and samples of the proposed exterior materials. The
Architect has also prepared a video model which simulates how the building
will fit in with surrounding buildings. The Architect will also be
available to respond to specific questions from the City Council or members
of the public.
At the meeting, the Architect will present alternative brick color schemes,
which they believe would work with the proposed design. The alternatives
suggested differ between more of a used brick appearance or a more crisp
new brick appearance for the field color. Samples will be available at the
City Council meeting.
Staff Recommendation
Staff recommends that the City Council receive the presentation by the
Architect. It is also recommended that the City Council review and indicate
its preferred color scheme for the exterior materials. The Architect will
also be presenting the City recommended design scheme to the DRFA Board of
Directors at an upcoming meeting.
