DESCRIPTION: The Government Finance Officers Association (GFOA) is an international organization founded in 1906 and is dedicated to the advancement of professionalism. in the area of government finance. There are approximately 11,000 members representing all levels of government. The Certificate o£ Achievement Award program was started in 1945 and is the highest form of recognition awarded in the field of government financial reporting. The attainment of a Certificate of Achievement represents a significant accomplishment for the City, its management, and the Finance Department. The intent of the program is to encourage all governments to prepare and publish an easily read and understood comprehensive annual financial report that both covers all the funds and financial transactions of the government during the fiscal year, and one that is organized into a format that enhances full disclosure. To receive an award, the City must comply with extremely rigorous requirements covering the specific areas of: presentation format, minimization of ambiguities, inclusion of all funds, and timeliness of report release. Each report is judged by an impartial panel of GFOA officers, independent Certified Public Accountants, and educators from across the nation. Only those financial reports that meet high standards that go beyond the requirements of generally an effort to clearly communicate the financial condition of the City, receive the award. The purpose of the award is to signify that the City of Dublin has achieved an effective level of communication of financial matters between the City government, its citizens, and the media by publishing the award winning financial report. , a:224award.agenda~8 ---------------------------------------------------------------------- COPIES TO: ITEM N0. • CITY CLERK FILE L~/ ~ 2 ~ ~ J ~ ~ Certif' lcate of Achi ~ evenr~e~t for Exc 1 el ence lrl Flrl ~ anclal ~e ' ortln l~ g Presented to City of Dublin ~ C alif ornia For its Gomprehensive Annual Financial Aeport for the Fiscal Year Ended June 30, 1990 A Certificate of Achievement for Excellence in Financial Reporting is presented by the Government Finance Officers Association of the United States and Canada to government units and public employee retirement systems whose comprehensive annua] financial reports~ (CAFR's) achieve the highest standards in government accounting and financial reporting. . .;~ ";~ ~., ~ ~ ~~ a ~„' i, ~ ~~,a ~: .. _ PpCE OFFj~ ' ~~~• ~ ~ Fq~ '~ Ut~pTED STATES y W ANO ~' ~ ~~ o ~ C~RPORAiION a ~ S IEA~. ~~ O~ CMICA60 ~O ~ • PreSldPilt ~ ~r- ----- - - --- - r ~ • t ~ ~ ~ Executive Director ;~ ~ ~ ,, I ~ = ~ GOVERNMENT FINANCE OFFICERS ASSOCIATION 180 North Michigan Avenue, Suite 800, Chicago, Illinois 60601 312/977-9700 • Fax: 312/977-4806 November 11, 1991 The Honorable Pete Snyder Mayor City of Dublin P.O.
