Cost of insurance and barricading is paid by the residents. No cost to the City. DESCRIPTION: The City has received a request from Richard Heller to close Burton Street from 11:00 a.m. to 11:00 p.m. on Saturday, July 4, 1992, for a block party. This request is similar to that received in prior years from the residents of this Street. The typical conditions for this type of request are that the residents obtain an encroachment permit, either purchase special event insurance through the City or provide an insurance certificate from individual homeowners' policies, and provide lighted barricades which are to be monitored at all times. Other conditions relate to litter cleanup and use of alcohol by adults only. Burton Street is a short connector between Amador Valley Boulevard and Tamarack Drive. Its closure would primarily affect the residents of the street itself. Drivers wishing to access Tamarack Drive from Amador Valley Boulevard or vice versa would be able to use Brighton Drive approximately two blocks to the east or Emerald Avenue approximately two blocks to the west. Copies of this Staff report have been sent to the residents of the street. Staff recommends that the City Council review the request and approve issuance of the encroachment permit, once the residents have obtained the insurance. a: (corres) \3une\ags~bur¢ ITEM NO. ~ COPIES TO: Residents, Burton Street t Mr. Paul Rankin Assistant City Mananger City of Dublin 100 Civic Plaza Dr. Dublin CA. 94568 RE: Request to Close Burton Street on July 4, 1992 June 3, 1992 Dear Mr. Rankin- On July 4, 1992 we wish to close Burton Street between Tamarack Drive and Amador Valley Boulevard, restricting vehicular traffic, from 11:00 am to 11:00 pm. (Emergency vehicle access will be accomodated.) Limiting vehicle movement on our street increases safety for our children, friends, and adults as they move between homes where various activities will take place and provides a safe area for our "safe and sane" fireworks display, bar-b-que, and dining for all to congregate. A complete list and schedule of our activities will be drafted later, but will include low risk activities: cake walk, pie throwing, egg toss, and water ballon toss. Game booths (bean bag toss, basketball shooting, ect.) will be set up on privete property. The events will limited to current residents and some past residents. The number of participants will not exceed 47. No alcohol will be served or sold. If you have have any further questions, please call me at Mini Gourment Restaurant 828-2296. Sincerely Richard Holler Burton Street Resident EXHIBIT A CITY OF DUBLIN CONDITIONS FOR ENCROACHMENT PERMIT Closure of Burton Street July 4, 1992 Se 10. 11. The date of the street closure shall be July 4, 1992. The hours of the street closure shall be 11:00 a.m. to 11:00 p.m. Sufficient barricades shall be provided by the homeowners. Due to the use of barricades after dark, barricades shall be equipped with flashing safety lights. Barricades shall be supervised by responsible person(s) in the event traffic or emergency vehicles need to enter or exit Burton Street. Noise shall be maintained at an acceptable level. Responsible person(s) shall insure that any consumption of alcoholic beverages is limited to adult attendees. No sales of alcoholic beverages are permitted by this permit. Barricades shall be removed from the public street at the conclusion of the event. In no case shall barricades remain in the street after 11:00 p.m. Permittee shall be responsible for removing all litter and debris from the public street. Any use of fireworks shall be limited to authorized "safe and sane" fireworks. The use of such fireworks shall be supervised by adults and in accordance with all manufacturer's instructions. The applicant shall either purchase special event insurance through the City or provide a Certificate of Insurance in the amount of $1,000,000 per occurrence which names the City of Dublin as additional insured for the event. The applicant shall complete the encroachment permit application and obtain the required insurance no later than June 30, 1992.
