FINANCIAL STATEMENT: 1992-93 Appropriations Limit at $18,978,048.
DESCRIPTION: Last June 1991, the City Council adopted
Resolution no. 66-91 establishing the City's appropriation limit
for this fiscal year at $17,515,325.
Each fiscal year the Council is required by law to adopt an
appropriation limit. This fiscal year the appropriation limit
formula is determined by choosing between the greater of either
growth in the California P~r Capita Income or the growth in the
non-residential assessed valuation for the first factor; and
between the greater of either the change in the population for
Dublin or the County for the second factor.
The 1992-93 appropriations limit is calculated in a consistent
manner as required by Article XIIIB (revise9 in 1990) of the
California State Constitution as amended, using the following
factors:

The appropriatiqns limit growth rate formula:
1.073~ X 1.002207 = 1.0755685...
The City's appropriations limit base for 92-93 calculations, is
the 91-92 appropriation limit of $17,515,325 adjusted by the
changes a770wed by Proposition 111 approved in June of 1990 to
$17,644,667.
When combined, the appropriations growth rate and the adjusted
current year's appropriation limit produce a new appropriation
limit for the next fiscal year of $18,978,048:

. This limit only restricts those appropriations which are funded
by proceeds of taxes as defined by Article XIII B of the State
Constitution. The amount of proceeds of taxes for 1992-93 is
estimated to be $11,339,844.
RECOMMENDATION:
Since the City is required by law to adopt an appropriations
limit calculated in accordance with the procedures outlined
above, it is recommended that the City Council adopt the attached
resolution establishing the City's appropriation limit for fiscal
year 1992-93, and thereby authorize the use of the percentage
change in population for Dublin, and the change in total
assessed valuation generated from non-residential construction as
the factors that produce the new limit.

ADOPTING THE APPROPRIATIONS LIMIT
FOR FISCAL YEAR 1992-93
WHEREAS, the voters of the State of Ca7ifornia, in
November, 1979, approved the addition of Artic7e XIIIB to the
Ca7ifornia Constitution, popu7ar7y known as Proposition 4; and
WHEREAS, Artic7e XIIIB of the Ca7ifornia
Constitution p7aces certain restrictions on appropriations made
by cities in Ca7ifornia beginning June 1, 1980; and
WHEREAS, on November 24, 1981, the A7ameda County
Board of Supervisors adopted Reso7ution No. 092103 which
estab7ished an appropriations 7imit of $5,361,000, effective
February 1, 1982, for the new7y incorporated City of Dub7in; and
WHEREAS, restrictions on City appropriations are
based upon those appropriations funded by Proceeds of Taxes and
adjusted by changes in the County's popu7ation p7us the change in
the State Per Capita Persona7 Income.
NOW, THEREFORE, BE IT RESOLVED that the City
Council of the City of Dub7 in does hereby adopt the City's
Appropriations Limit for Fisca7 Year 1992-93 of $18,978,048,
which has been ca7cu7ated in accordance with state 7aw.
PASSED, APPROVED AND ADOPTED this _9th_ day of
