FINANCIAL STATEMENT:
The only direct costs to the City are administrative costs
for processing the ordinance change. These areas are
already No Parking zones. LAVTA would install bus stop
signs.
DESCRIPTION: This is the second reading of a proposed ordinance that was
introduced at the August 10, 1992, meeting. Staff received a request from the
Livermore Amador Valley Transit Authority to establish bus stops that would benefit
the residents of Cross Creek and Cottonwood Apartments, Dublin Meadows, and other
developments near the intersection of Amador Valley Boulevard and Dougherty Road.
At the present time, there are no convenient bus stop locations serving these
residents.
It is proposed to locate a westbound stop on the north side of Amador Valley
Boulevard just west of Wildwood Road. There is sufficient room at this location for
the bus to stop without obstructing the progress of other traffic.
The eastbound (to southbound) stop is proposed to be placed on the south side of
Amador Valley Boulevard just east of Cross Creek Circle. This location is in a
travel lane; however, there is adequate sight distance for other drivers to perceive
a stopped bus, and the second eastbound lane can be used to pass when necessary.
It is proposed to relocate the southbound bus stop to Dougherty Road once the street
has been widened to its ultimate width (see Exhibit 2). The widening of Dougherty
Road at this location is not in the adopted Five-Year Capital Improvement Program.
The need for this project would probably not occur until such time as there is
significant development in the Dougherty Valley or on the Camp Parks property. At
the present time, there is insufficient roadway width for a bus to pull completely
out of the #2 travel lane. Staff therefore feels that the Dougherty Road location
is not appropriate because of the traffic volume and the speed at which vehicles are
typically traveling.
These stops would be utilized by the Number 2 "Wheels" route which provides access
to the Senior Center, Shannon Center, Stoneridge Mall, and downtown areas in both
Dublin and Pleasanton. Transfer points for other "Wheels" lines and the BART bus
are available on Route 2.
Staff recommends that the City Council conduct a public hearing, deliberate, waive
the reading and adop~ the ordinance establishing these bus stops on Amador Valley
Boulevard. A separate ordinance relocating the eastbound stop will be proposed at a
later date when Dougherty Road is widened.

AN ORDINANCE OF THE CITY OF DUBLIN
ESTABLISHING BUS STOPS ON AMADOR VALI~Y BOULEVARD
WEST OF DOUGHERTY ROAD
The City Council of the City of Dublin does ordain as follows:
Section 1:. Pursuant to City of Dublin Municipal Code Section 6.04.360, and in
the interest of public convenience and safety, bus stops shall be established at the
following locations:
Amador Valley Boulevard, north side, westerly of the intersection of Wildwood
Road.
Amador Valley Boulevard, south side, easrerly of the intersection of Cross
Creek Circle.
Section 2.:_ Said bus stops shall be added to Section 6.44.010 of the City of
Dublin Traffic Code.
Section 3: This ordinance shall become effective 30 days after its final
passage and adoption by the City Council. The City Clerk of the City of Dublin
shall cause this ordinance to be posted in at least three (3) public places in the
City of Dublin in accordance with Section 36933 of the Government Code of the State
of California.
