DESCRIPTION:
In August of 1984, the City Council adopted Resolution No. 96-84
establishing fees and charges for certain municipal services. Exhibit
6 of the Resolution established specific fees for Planning Department
services (see Attachment 1) and Exhibit 7 established general fees for
certain services (see Attachment 2). In November of 1984, the City
Council adopted a Resolution establishing the waiver of Planning
Department and Police Services fees and charges for specified
activities sponsored by Dublin based non-profit groups and
organizations (see Attachment 3). The City Council has adopted other
amendments to Resolution No. 96-84.
Exhibit 6 Amendment
In February of 1992, the City Council approved Ordinance No. 6-92
amending certain provisions of the Municipal Code and Zoning Ordinance
relating to the Conditional Use Permit, Administrative Conditional Use
Permit and Site Development Review process. Based on these revisions,

Zoninq Clearance as a new application processing procedure for
temporary uses, such as promotional signage (banners, balloons),
Christmas tree sales lot, church/school festival, etc.
Staff recommends a$25.00 fee for a Zoning Clearance application,
which is the same fee charged for Administrative Conditional Use
Permit applications. Staff estimates that the cost of processing a
Zoning Clearance application is $59.00, exclusive of costs for copying
the documents (average processing time - 2 hours at $29.50 per hour -
Associate Planner salary). Zoning Clearance requests for temporary
uses listed above were formerly handled under the Administrative
Conditional Use Permit process. Staff also recommends a waiver of
Zoning Clearance application fees for specified activities sponsored
by a Dublin based non-profit group or organization, similar to the
existing fee waiver policy for Administrative Conditional Use Permit
applications.
Exhibit 7 Amendment
A charge of $.10 per page for providing photocopies was
established in 1984 with no review of this charge occurring since that
time. This charge basically covers the cost of the paper and use of a
copy machine, but does not provide for any labor costs associated with
making the copy or providing a receipt (which the City is legally
required to provide).
A great number of requests for copies are for documents with
fewer than 10 pages. Staff believes that by charging $1.00 for the
first page of photocopy requests and $.10 per page for subsequent
pages would more realistically cover the City's expense in providing
photocopies. Therefore, as an example, if someone requested a copy of
the City's Property Maintenance Ordinance, it would be provided for
$.80. Under the proposed amendment, the City would charge $1.70 for
copying the 8 page document. Staff estimates that the minimum cost of
locating and copying a one page document would exceed the proposed
charge of $1.00 to copy the first page. This estimate is based on an
average of current salaries for the City's Office Assistant II and
Secretary position, plus Staff overhead cost and costs for paper and
use of the copy machine.
The California Government Code provides that the City Clerk shall
preserve and protect all official City records. The City currently
has no provision to provide for costs incurred by the City Clerk to
certify as to the official nature of City records and/or documents.
Since requests are made from time to time for the City Clerk to
provide certified copies of resolutions, ordinances, contracts,
agreements, etc., Staff proposes to implement a flat $5.00
certification fee for certifying official City documents, plus the
cost of photocopies. This additional charge is equal to or less than
the cost of certifying the official City documents. This is based on
the City Clerk's salary, average time for certifying documents and
overhead costs.
Public hearing notices were published twice in accordance with
the requirements of State Law related to fee adjustments.

WHEREAS, Resolution No. 96-84 adopting fees, charges and bond amendments for certain municipal services uas adopted
by the City Council on August 27, 1984; and
WHEREAS, Resolution No. 120-84 amending Resolution No. 96-84 to allow waiver of fees and charges for specified
activities sponsored by Dublin based non-profit groups and organizations was adopted by the City Council on November 13,
7984; and
WHEREAS, a revieu of charges for Planning Department services was performed; and
1JHEREAS, a review of costs invotved to provide photo copies of various docunents, as well as costs involved to
provide certified copies of various records uas performed; and
WHEREAS, a public hearing uas held by the City Council on August 24, 1992; and
uHEREAS, the City desires to modify the fee schedule for certain municipat services.

6(Planning Department Fee Schedule, including the City of Dublin Fee Naiver Policy for Planning Department fees) and Exhibit

AMENDING RESOLUTION N0. 96-84
TO ALLOW WAIVER OF FEES AND CHARGES FOR SPECIFIED ACTIVITIES
SPONSORED BY DUBLIN BASED NON-PROFIT GROUPS & ORGANIZATIONS
WHEREAS, the City Council has duly adopted Resolution
N0, 96-84 Adopting Fees, Charges and Bond Amendn~ents for Certain
Municipal Services; and
6~HEREAS, the City Council has adopted a policy of
waiving specific fees on a case by case basis; and
WHEKEAS, the City Council is desirous of amending
Resolution No. 96-84 to allow for specific fees to be waived
thro~i~;i, an ad~ninistrative procedure.
NOb~, THEREFORE, BE IT kESOLVED that Resolution No. 96-8~
shall be amended to allow for the waiver of fees related to the
following: Adliiinistrative Conditional Use Permits, Parade Permits
and One Day Alcoholic Beverage Permits.
BE IT FUR'i'HEK RESOLVED that the waiver of fees shall be
conducted in accordance with City of Dublin Policy for Waiver of
Fees (Exhibit A). Said exhibit is attached hereto and shall be
considered a part of this Resolution.

FEE WAIVER POLICY
The intent of this poli_cy is to establish an adn~inistrative
procedure for tr~e waiver of specific fees Lor activities
sponsored by rion-profit Dublin based organizations. The ~eaiver
of any fee or charge not specifically addressed in this policy
shall require City Council action.

Only events and activities sponsored by a Dublin based
bonafide church, school, neighborhood group or Dublin baseu non-
profit, non-restrictive civic or service orgar~ization shall be
allowed to file for a waiver of fees, Any application submitted

denial of the waiver. The event shall not conflict with the
interest of the City or the general public health, safety and/or
welfare.
