SUBJECT: Revised State-Local Transportation Partnership Program
Supplement (for the Dublin Boulevard Extension)

RECOMMENDATION: 1) Adopt Resolution approving the Program Supplements to
the State-Local Transportation Partnership Program
(SLTPP) and authorizing Mayor to execute the Agreement
supplements.
� 2) Increase the expenditure budget by $573,272 for the
Dublin Blvd. Extension east of the Southern Pacific
Railroad right-of-way, as well as an equal amount in
the revenue account as a pass through to Pleasanton.
FINANCIAL STATEMENT: The approval of this supplement will allow Dublin to receive
SB300 monies in an amount up to $919,648, of which up to
$573,272 is to be a pass through to Pleasanton for repayment
for Pleasanton's construction of the extension of Dublin
Blvd. to Tassajara Road.
DESCRIPTION: The State-Local Partnership Program was created through a
series of legislative actions, beginning with SB 140 in 1988 and modified by SB 300
and SB 2829. This is a continuous program consisting of separate cycles beginning
on July lst of each year. The City of Dublin received funds for the 1990-91 Overlay
Project under Cycle 1 and for the 1991-92 Overlay Project under Cycle 2. The City
will also receive funding for the Dublin Boulevard Extension under Cycle 2.
The Master Agreement for this program is similar to that for the Federal Aid Urban
Program in that it delineates the various responsibilities that the City must
undertake in order to receive funding. The City Council approved the Master
Agreement in 1990.
Program Supplements, similar to those for FAU funds, are executed for each project.
The City Council approved Program Supplement 002 for the Dublin Boulevard Extension
in April of 1992; however, a change has taken place which necessitates revising this
document.
The State share of the Dublin Boulevard Extension to Tassajara Road is a maximum of
$919,648, based on 30.02% of either the amount applied for OR the bid amount plus
10% and construction engineering, OR the final contract price plus construction
engineering (not to exceed 10%) , whichever is less. It is intended to pass on
30.02% of the Pleasanton portion of the work to the City of Pleasanton as a
reimbursement on their loan to Dublin. The original Program Supplement 002 provided
for just Dublin's Dougherty to the SPRR project with the understanding that a second
supplement would be required for the Pleasanton project. As it turns out, the State
wants both phases of the project included into one Supplement. This new amended
Supplement combines both Dublin Boulevard projects.
Staff recommends that the City Council (1) adopt the resolution (Exhibit 1)
approving the Agreement for Supplement No. 002 Rev. 1 and authorizing the Mayor to
execute, and (2) approve a budget transfer in the amount of $573,272 to the Dublin
Boulevard Extension east of SPRR (CIP #9691, Fund 220-SB 300) , to be offset by
additional revenue in an equal amount.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AUTHORIZING THE MAYOR TO EXECUTE AGREEMENT FOR
SUPPLEMENT NO. 002 REV. 1 FOR CYCLE 2
STATE-LOCAL PARTNERSHIP FUNDS (SB 300)
WHEREAS, Senate Bill 300, a multi-year program, is funded by
Proposition 111 adopted by popular vote in June of 1990, and allocates funds to
construct locally supported transportation projects that require a minimum of State
planning review; and
WHEREAS, matching funds can be derived from various local sources,
including Local Sales Tax, proposition measures, the Transportation Development Act,
Local Bonds, Assessment Districts, Uniform Developer Fees, and the General Fund; and
WHEREAS, the City of Dublin has two projects under construction (Annual
Street Overlay and Dublin Blvd. Extension) which have been accepted by the State-
Local Partnership Program as eligible for matching funds; and
WHEREAS, local jurisdictions desiring to participate in this program
are required to execute the Agreement and the Annual Supplements for State-Local
Partnership Program funds;
WHEREAS, the City Council of the City of Dublin executed the Master
Agreement and the Cycle 1 Funding Supplement at its meeting of October 21, 1991;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Dublin authorizes the Mayor to execute the Agreement for Supplement No. 002 Rev. 1
for Cycle 2 State-Local Partnership Program Funds (SB 300) . This Supplement shall
supersede Supplement No. 002.

PARTNERSHIP PROGRAM AGREEMENT NO. SLTPP-5432
This Program Supplement is hereby incorporated into the State-Local Trans-
portation Partnership Program Agreement for State Share Funds which was
entered into between the Local Entity and the State on 10/21/91 and is
subject to all the terms and conditions thereof. This Program Supplement
is adopted in accordance with Paragraph 3 of Article I of the aforemen-
tioned Master Agreement under authority of Resolution No. ,
approved by the Local Entity on (See copy attached) .
The Local Entity further stipulates that as a condition to payment of funds
obligated to this project, it accepts and will comply with any covenants or
remarks setforth on the following pages.

SPECIAL COVENANTS OR REMARKS
1. This Revised Program Supplement supersedes Program Supplement
approved by the Local Agency' s Governing Body on 05/06/92
1. It is mutually understood between the parties that this
contract may have been written before ascertaining the
availability of legislative appropriation of funds, for
the mutual benefit of both parties, in order to avoid
program and fiscal delays that would occur if the
agreement were executed after that determination was
made.
The total amount of State-Local Transportation
Partnership funds payable by the State shall not exceed
$919648 to be encumbered and reimbursed as follows:

FY 93-94 0
Any increase in State Partnership funds will require a
revised program supplement.
Any decrease in State Partnership funds will require a
revised finance letter.
3 . 'The State Funds Share is calculated based on the lower
of the approved eligible application amount or the
eligible award amount.
4 . The Reimbursement Ratio for this Cycle 2 (91/92) project is
30. 02% .
5. Within 120 days of project completion a Final Report of
Expenditures must be transmitted to the Caltran' s District Local
Streets and Roads Engineer.
6 . A Final Audit must be completed and transmitted to the Caltran' s
District Local Streets and Roads Engineer by December 30th (the
State fiscal year following project completion) .
