extend the Eastern Dublin Draft EIR comment
period an additional 45 days

processing time of DEIR and GPA, and LAFCO
Sphere of Influence application.
DESCRIPTION:
The TVTC is requesting Dublin to extend the Eastern Dublin Draft EIR
comment period an additional 45 days. If granted, the comment period
would be doubled and would last until November 27, 1992 (see Attachment
1) .
In its request, the TVTC expresses concern about 1) the brevity of the
review and comment schedule and 2) the short notice of meetings.
In response to these concerns, the following facts should be noted:
- A notice regarding the availability of the Eastern Dublin Draft EIR
was sent on August 28 , 1992 to each TVTC member agency.
- A notice regarding the September 21, 1992, Planning Commission
public hearing on the Eastern Dublin plans was sent on September 10,
1992 to each TVTC member agency.
- Copies of the Eastern Dublin Draft EIR were given to the following
TVTC agency Staff members:

The Eastern Dublin Draft General Plan Amendment and Specific Plan have
been available since May 27, 1992. The Draft EIR has been available
since August 28, 1992 . The 45-day comment period for the Draft EIR
ending October 13 , 1992 meets CEQA requirements.
The Planning Commission has scheduled at least three public hearings
on the Draft EIR even though none is required by CEQA.
The Dublin Staff and consultants have been moving forward responsibly
to develop a long term plan for the future development of the Eastern
Dublin area. If the Draft EIR and General Plan Amendment are delayed, it
could jeopardize the LAFCO hearing on the Doolan Canyon area that is
scheduled for May 1993 . It could also add substantially to both
consultant costs and Staff time.
The City Council should consider the request from the TVTC and provide
direction to Staff.

(TVTC) received a brief presentation of the Eastern Dublin General Plan

circulation patterns in our region. It is the TVTC's opinion that all participants
in this process should be given ample opportunity for input to the plan.
Please send all pertinent information regarding the Eastern Dublin Specific Plan
and DEIR to Mr. William van Gelder, Chairman TVTAC.
