Matching funds from the City are not required. DESCRIPTION: The Clean Air and Transportation Improvement Act of 1990 (proposition 116) makes availabl,e $20 million to fund programs in local agencies for the construction, improvement, acquisition or other capital expenditures associated with bicycle projects which improve safety and convenience for bicycle commuters. The California Transportation Commission is the policy body designated to implement the program over the term of the Act (1990-2010). Applications for funding will be evaluated by the Caltrans Office of Bicycle Facilities. The maximum commitment for Proposition 116 funs for each project in 1992-93 is limited to $750,000. The City will be applying for approximately $150,000 in funds to construct a bike path on the east bank of the Alamo Creek Canal from the City of Pleasanton limit to the Alamo Creek Canal Bridge over Dublin Boulevard. City Staff will do part of the design and the rest will be contracted out. The project will be the first phase of a canal bike path which will be built from the southern Dublin limit to the northern Dublin city limit. The bike path will be the middle link in a Tri-Valley regional bike path which will connect Dublin, Pleasanton, San Ramon and Danville bike facilities. The regional bike facility will connect schools and commercial areas to residential areas. '7 COPIES TO, X f?¡;¡: / {gtJ- 90 CITY Clc~1' FILE ~ RESOLUTION NO. -92 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN APPROVING THE ALAMO CREEK BIKE PATH PROJECT AND DIRECTING STAFF TO APPLY TO THE CALIFORNIA TRANSPORTATION COMMISSION FOR PROPOSITION 116 FUNDING WHEREAS, the City Council of the City of Dublin is concerned regarding the safety and convenience of bicycle commuters; and WHEREAS, the City Council has reviewed the improvement project which will construct a bike path along Alamo Creek from I-580 to Dublin Blvd.; and WHEREAS, no other capital funds previously programmed, planned, or approved for bicycle projects will be used for other purposes, and new development fees, taxes or exactions, or permit fees have not and will not be included in the operating budgets for this project; and WHEREAS, No other State funding sources will be used to complete this project if costs exceed those identified in the approved application, and the applicant agency has the financial and institutional ability to accept the legal liabilities associated with this project, NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby approve the above project and directs Staff to submit applica- tions to the California Transportation Commission for funding of the project under Proposition 116, the Clean Air and Transportation Improvement Act.
