Note: Current estimates of software and cabling will not exceed the funds
available.
DESCRIPTION: On January 5, 1993, sealed bids for the purchase
of Micro computer Equipment were opened in accordance with the City's
current purchasing practices.
The bid included a total of ten computers and nine printers. A total of
four computers and four printers will be purchased for the police
department utilizing criminal activity funds. These funds must be used for
purchases related to law enforcement. The remaining six computers and five
printers will be utilized by city staff. These additions to the city's
Data processing system are consistent with the adopted 1992-93 Capital
Improvement Project Budget.
Bid specifications were based on review of the needs and functions of the
particular departments receiving the equipment. Four separate system
configurations were necessary to fulfill the needs of the different
departments. For example, the pOlice department proposes to utilize the
new equipment primarily for Word Perfect documents. system #1 was
configured with this need in mind. system #1 and basic information about
all the systems is shown below. These systems are from the IBM
ps/valuepoint product line. This is a new line of IBM computers designed
to be more cost effective in today's competitive computer market.
The following describes the four different systems which are recommended:

Cost for system #1 = $1,245
use/Features: These units will be used in the police Department.
Since most work will be completed on Word perfect, these units are
equipped with one floppy disk drive and 2mb of Random Access Memory.

Use/Features: Three of these units will be used in the planning
Department and one will be used by staff at the Shannon Center. The
computers will be running "windows" -applications and therefore require
4mb of Random Access Memory.

Use/Features: This unit is the same as system #2 except it will have

Use/Features: This unit will be utilized by the city Manager's
Department. The more extensive features are specified in order to run
anticipated large spreadsheet and desktop publishing files. The
Management Assistant will also run a virus detection program and file
recover system from this machine.

Six bids packages were sent to computer companies and IBM dealers in Dublin
and in the Bay Area. A total of two bids were received resulting in the
following totals:

The Future Now is an authorized IBM Dealer based in San Francisco. staff
believes the quote for the equipment is very favorable due to the
competitive pricing seen currently in the computer market. The amount is
also within the budget as described above. software will be purchased
separately in accordance with City purchasing policies. Adequate funds are
available to meet the needs of the new equipment.
Recommendation: staff recommends the city council approve the bid award to
