DESCRIPTION: Funds are scheduled for the Annual Sidewalk Program for each
year of the Five-Year Capital Improvement Program. For Fiscal Year 1992-93, $50,000
has been budgeted from the General Fund. However, at the City Council meeting of
December 14, 1992, the City Council agreed that this project should be deferred
until 1992-93 revenue projections could be updated after the March Sales Tax Report
was received.
In order to be in a position to accomplish this work in 1992-93, if there are
available revenues, this project needs to be advertised for bid at this time. Staff
anticipates making a report to the City Council on 1992-93 projected revenues at its
April 12, 1993, meeting. If the revenue picture deteriorates, the City could either
reject all bids for sidewalk repair at that meeting, or award the bids but adopt a
policy requiring property owners to reimburse the City for the repairs or make the
repairs themselves.
The Sidewalk, Curb and Gutter Removal and Repair Project is estimated to cost
$37,000, including engineering and inspection work. This contract will repair the
larger offsets and necessary curb and gutter work.
Staff anticipates using the remaining $13,000 of the Sidewalk Repair budget for a
secondary repair program which will involve grinding smaller sidewalk offsets. This
project was initiated last year and has proven to be effective in cost per location,
and the number of locations corrected has therefore been able to be increased.
As part of the Dublin Swim Center Renovation, it is proposed to install a handicap
accessible walkway to the poolhouse entrance and a bicycle rack concrete pad with
this sidewalk contract for the economies of scale and the dissimilarities of this
work to the other pool remodeling work.
Staff recommends that the City Council authorize Staff to advertise for bids.

RESOLUTION NO. 39-93
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
ESTABLISHING A POLICY FOR THE REPAIR OF PUBLIC IMPROVEMENTS
DEEMED TO BE PEDESTRIAN HAZARDS
WHEREAS, public improvements such as curbs, gutters, driveways, and
sidewalks sometimes become damaged due to natural and man-made causes; and
WHEREAS, these damaged improvements sometimes become tripping hazards
to pedestrian traffic; and
WHEREAS, it is in the best interest of safety to have these hazards
eliminated;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Dublin establishes a policy of the City of Dublin for Fiscal Year 1992-93 entitled
"Annual Sidewalk Repair Program."
PASSED, APPROVED AND ADOPTED this 12th day of April, 1993.
