Open Public Hearing Receive Staff Report Receive Public Testimony Close Public Hearing Deliberate Adopt Resolution Approving New Fee Schedule for Building Permits FINANCIAL STATEMENT: It is estimated that overall revenue will increase 84% DESCRIPTION: The city of Dublin is using the Building Permit Fee Schedule originally adopted by Alameda County in 1981. It is proposed to increase the fee schedule and revise it to simplify administrative work. A comparison was made of the fees charged by Alameda County, City of Livermore, City of Pleasanton, and city of San Ramon. It is difficult to make a direct comparison of fee schedules on a line by line basis because of the many variables in each jurisdiction. Livermore, Pleasanton and San Ramon use the fee schedule published in the Uniform Building Code as the basis for their schedules. To this they add a separate plan check fee; electrical, plumbing and mechanical permit fees; and an energy surcharge. Alameda County and the City of Dublin collect a single permit fee which includes plan check; electrical, plumbing and mechanical work, and an energy surcharge. The fee is based on the valuation of the proposed work. . "Exhibit 2" shows the total fees collected by each jurisdiction for three hypothetical projects; a dwelling addition, a dwelling, and a small commercial building. Summarv of Chanqes The proposed fee schedule: I. Increases the minimum fee from $20.00 to $40.00. 2. Eliminates the energy surcharge (it is combined into the final fee) 3. Establishes a fee for all permits based on valuation, except minor work in single-family dwellings. These permit fees are a flat fee for items indicated in Part 2 of the fee resolution. Where no building work occurs such as installing a furnace, sink, electrical circuit or similar work the fees are based on an itemized schedule. In order to simplify permit processing the new fees for non-residential work will be based on valuation. In order to encourage homeowners to obtain permits for minor work, the itemized schedule has been retained for work in single-family dwellings. Also, a flat fee for re-roofing a dwelling has been set at $160.00 because the number of inspections is the same regardless of the type of roof covering or the size of the roof. Fees for demolition, underground tank removal and re-roofing other than single-family dwellings will be 50% of the calculated fee based on valuation of the work because there a~e only two inspections for demolition and tank removal. In the case of re-roofing commercial buildings the number of inspections are less than for other construction. Fiscal Impact In the 1992-93 Budget, the estimated revenue was $152,000 and the expenses (not including General city Overhead) are estimated to be $254,801. If the fee schedule had been in effect July 1, 1992, the estimated revenue would have been $279,680. - 2 - . . RESOLUTION NO. - 93 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN FEE SCHEDULE FOR BUILDING REGULATION PERMITS WHEREAS, section 7.2B.430 of the Dublin Municipal Code requires this City Council to adopt a Schedule of Fees for permits, reinspect ions , code compliance surveys, moved building inspections, plan and specification storage fees, additional plan checking, and hourly rates for inspection services not covered by specific fees; and WHEREAS, it is necessary to adopt a new fee schedule to recover those costs presently being incurred in the processing of the aforesaid items; and . NOW THEREFORE BE IT RESOLVED that this city Council hereby adopts the following schedule of fees in accordance with Section 7.2B.430 of the aforesaid Code. SCHEDULE OF FEES PART 1. For Permits for construction of, or for additions and/or alterations to buildings or structures, electrical, plumbing or mechanical installations the permit fee shall be determined as follows: TOTAL VALUATION * $ 0 to $ 500 $ 501 to $ 1,000 $ 1,001 to $ 2,000 $ 2,001 to $ 3,000 $ 3,001 to $ 4,000 $ 4,001 to $ 5,000 $ 5,001 to $ 10,000 $ 10,001 to $ 50,000 $ 50,001 to $100,000 $100,001 to $500,000 $500,001 and up * The determination of Official. Demolition permits and removal of underground tanks the fee shall be 50% of the fee calculated based on the valuation of the work. For reroofing other than single-family dwellings the fee shall be 50% of the fee calculated based on the valuation of the work. PART 2." Special Fees. The provisions of this part supersede the provisions of PART I for the specific work involved in single-family dwellings and appurtenant accessory structures where there is no other construction work except the item listed herein. 1. For installation, relocation or replacement of any motor (not an integral part of an electrical appliance, fan, heating appliance, cooling appliance), generator, heater, electrical furnace, welding machine, transformer, and rectified (includes all necessary circuits, outlets, fixtures, switches, controls) .$40.00 2. For installation, alteration or replacement of an electrical circuit (includes all necessary outlets, switches, receptacles, and lighting fixtures) .$40.00 plus $20.00 for each additional circuit. 3. For installation, relocation or replacement of any fixed or stationary electrical appliance (includes all necessary circuits, outlets, switches, receptacles, fixtures). $40.00 4. For installation, relocation or replacement of any electrical appliance which requires plumbing installation such as.garbage disposal, dishwasher, etc., (includes all necessary circuits, outlets, switches, receptacles, fixtures, water piping, and waste and vent piping) . $40.00 5. For installation, relocation or replacement of each plumbing fixture or trap (includes all necessary water, drainage and vent piping) . $40.00 6. For each installation or alteration of each water p~p~ng system, gas piping system, or refrigerant piping system or portion thereof where fixtures or appliances are not installed. $40.00 7. For any lawn sprinkler or irrigation sprinkling system. $40.00 8. For the installation, relocation or replacement of each heating, cooling or refrigeration appliance (includes all necessary electrical circuits, outlets, fixtures, switches, receptacles, gas piping vents, water piping and duct work). $60.00 (a) For the installation, relocation or replacement of each gas fired water heater (includes all necessary water and gas piping and vents). $40.00 (b) For the installation, relocation or replacement of each electrical water heater (includes all necessary water piping, electrical circuits, outlets, fixtures, receptacles, and switches). $40.00 - 2 - . . 9. For the installation, relocation or replacement of ventilation fans connected to a single duct or outlet (includes all necessary electrical circuits, outlets, switches, receptacles, fixtures and duct work). $40.00 10. For the installation, relocation or replacement of each vent or factory-built chimney. $40.00 11. For the installation of a solid burning fuel appliance (includes all necessary electrical circuits, outlets, fixtures, switches, receptacles, factory-built chimney). $40.00 12. For the installation, relocation or replacement of any spa/hot tub; includes all necessary outlets, receptacles, gas piping (only for spas supported on a slab - see PART I for spas located on decking) $60.00 13. For correction of violations in any electrical, plumbing, or mechanical installation which is required as the result of a code compliance survey, lockout inspection, or other special investigation. This fee shall be in addition to the fees for any new installation made as part of the correction. $60.00 14. For reroofing a single-family dwelling. $160.00 PART 3 Where the proposed work is not covered by the items listed in this schedule, or where special investigations, evaluations .or inspections are requested or required, the fee shall be based upon the estimated time for processing, checking and inspecting set forth in this schedule. I. For moved buildina inspection fee: $20.00 for each 100 square feet. 2. For code compliance surveY: $20.00 for each 100 square feet or portion thereof. 3. Reinspection fee: $40.00 for each reinspection. In the case of multi-family buildings the fee is $40.00 per unit. 4. Fee for additional plan checkina and for plan revisions: Actual cost plus 25% rounded to the nearest dollar. 5. For services where there is no specific fee: Actual cost plus 25% rounded to the nearest dollar. When services are requested outside of regular working hours there shall be a 4-hour minimum. 6. In-plant inspections: Actual costs including costs of meals, lodging, and transportation plus 25% rounded to the nearest dollar. 7. Plan storaqe fee: $10.00 (applies to plans required to be prepared by a professional engineer or architect). 8. Fees for reviewina aeoloqic reports required bv the Alauist- Priolo Special studies Zones Act: Actual cost plus 25% rounded to the nearest dollar. - 3 - . . BE IT FURTHER RESOLVED that a public hearing was properly noticed and held; and BE IT FURTHER RESOLVED that all previous Building Regulation Schedule of Fees shall be superseded by this Resolution which shall become effective April 26, 1993.
