SUBJECT: Agreement With Zone 7 for Reimbursement for Landscaping -
Dougherty Reservoir Access Road at Topaz Circle

RECOMMENDATION: be Adopt resolution approving agreement and authorize Mayor to
execute agreement.
FINANCIAL STATEMENT: The agreement would require Zone 7 to reimburse the City for
the cost of landscaping and water service in the Topaz
Circle area along the reservoir access road, not to exceed
$4,000.
DESCRIPTION: As part of the 1992-93 Budget and Capital Improvement
Program review, the City Council approved an allocation of $17,000 to provide
landscaping and irrigation improvements at the north end of Topaz Circle. These
improvements were requested by residents who are providing labor to install the
improvements. The total cost of improvements envisioned by the residents is in
excess of the $17,000 and they have solicited a cost-sharing from Zone 7 and DSRSD.
Alameda County Flood Control and Water Conservation District has an easement for an
access road from the north end of Topaz Circle to the Dougherty Reservoir. It is of
benefit to Zone 7 to include the access road landscaping in the City's project and
this agreement was approved by the Zone 7 Board on Wednesday, May 19, 1993. The
estimated cost of Zone 7's improvements is $4,000.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVING AGREEMENT WITH ALAMEDA COUNTY FLOOD CONTROL
AND WATER CONSERVATION DISTRICT (ZONE 7)
FOR REIMBURSEMENT FOR LANDSCAPING AND WATER SERVICE
DOUGHERTY RESERVOIR ACCESS ROAD AT TOPAZ CIRCLE
WHEREAS, the City of Dublin has a project to install landscaping and
irrigation and make related improvements on a portion of City property at the north
end of Topaz Circle; and
WHEREAS, Zone 7 has an access easement from the City which provides
access to the Dougherty Reservoir; and
WHEREAS, it is mutually beneficial to the City and Zone 7 to include
landscaping of the access road easement as part of the City's project;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Dublin does hereby approve the agreement with Zone 7 for reimbursement for
landscaping and related improvements.
BE IT FURTHER RESOLVED that the Mayor is authorized to execute the
agreement.
