Wallen, Regarding Recent Increase in Permit Fees Report by: victor Taugher, Building Official EXHIBITS ATTACHED: l)~~etter from Donald R. Wallen, dated May 6, 1993 RECOMMENDATION: 1. Consider and take appropriate action. FINANCIAL STATEMENT: Depending on Council action fees could be reduced by $4,254. DESCRIPTION: On July 16, 1991, a permit was issued to alter the 2nd and 3rd floor of the building located at 11501 Dublin Boulevard. However, work on only the 2nd floor was completed at that time and the permit expired in one year. Therefore, it was now necessary to secure a new building permit to complete the alterations on the 3rd floor. On April 1, 1993, Donald R. Wallen submitted an application for a building permit to alter the 3rd floor of the above building. On April 12, 1993, the applicant was advised the permit was ready to be issued whenever the Owner-builder form, list of Subcontractors and certificate of Workers' Compensation Insurance were filed. At this time the applicant was advised that the fee would be $810.00. On April 26, 1993, the City Council approved a new fee schedule. The fee schedule applied to all permits issued after April 26, 1993. At that time there were 11 permit applications pending. The Building Department did not notify these eleven applicants that the fees were to be increased because it was not known if the proposed schedule would be adopted by the Council. The fees for the eleven permits would have totaled $4,602.00 under the old fee schedule and will total $8,856.00 under the new schedule. Four of the eleven permits have been issued under the new fee schedule. The Council has the option of revlslng the fee schedule to make it applicable to applications filed after April 26, 1993. The second option is to grant Variances to the fee schedule when an individual requests is made. She informed me that there was an increase in permit fees and that my building permit was going to be increased by $640.00. That is a 79% increase. As background I want you to consider the following: 1. I applied and paid for a permit to do this work on July 16, 1991. We never did the work at that time. 2. I applied for a permit on April 1, 1993 and was called on April 12th to pick it up, I was then told my permit fee was $810.00. I let it sit due to our funds being a little short at the time. 3. If I had been called and told either pick up the permit today and pay $810.00 or pick it up tomorrow and pay $1,450.00, you can be sure I would have come up with the money.
