FINANCIAL STATEMENT:
No cost to City other than cost of staff time to review location
and write report. LAVTA will install the bus stop signing.
DESCRIPTION: This is the second reading of a proposed ordinance to establish a
bus stop on Dougherty Road just north of the entrance to Camp Parks.
Staff received a request from LAVTA (Wheels) to locate a bus stop on Dougherty Road at the Camp
Parks entrance. This stop would serve Camp Parks personnel and would be available to any other
members of the public who live or work in the area or attend functions at Camp Parks. Recent
improvements along Dougherty Road at the Camp Parks entrance will allow the bus to stop safely out
of the travel lane. At the present time, Staff is recommending only a northbound (east side) stop.
At the August 9th City Council meeting, a question was raised regarding placement of a bus stop on
the southbound (west) side of Dougherty Road. It is not possible to safely locate a bus stop on the
west side of Dougherty Road at this time, as the bus would have to stop in a travel lane. There is a
Capital Improvement Project scheduled for next Fiscal Year (funded by ISTEA monies) which will
widen Dougherty Road and allow enough room for a bus stop. Staff recommends waiting until the
road widening takes place before establishing a southbound bus stop at this location. Unfortunately, it
is not feasible to locate a bus stop on Monterey Drive inside Arroyo Vista, as the street is narrow and
the curve radius is difficult for a bus to negotiate. In addition, Arroyo Vista's streets are private, and
LAVTA prefers not to locate bus stops on private streets.
The City's Municipal Code requires adoption of an ordinance to establish bus stop locations. Staff
recommends that the City Council conduct a public hearing, deliberate, waive the reading and adopt
the ordinance establishing a bus stop on Dougherty Road at the Camp Parks entrance.

WitEELS provides fixed route public transit in the City of Dublin. WHEELS
Route 2 operates on Dougherty Road providing service to Camp Parks. For several
years WHEELS has had a problem stopping near the Main Gate for Camp Parks.
The improvements made by The City recently have been very helpful in providing a
safer place to pick up and drop passengers. The staff at WHEELS appreciates your
efforts with bus stop issues.
WHEELS is requesting a permit to iastall a bus stol) sign and po!e, in a safe
location north of the Main Gate to Camp Parks. I would be happy to meet with
your staff to determine the best location for a pole to he installed. Please call me at

ORDINANCE NO. -93
AN ORDINANCE OF THE CITY OF DUBLIN
ESTABLISHING A BUS STOP ON THE EAST SIDE OF DOUGHERTY ROAD
AT THE CAMP PARKS ENTRANCE
The City Council of the City of Dublin does ordain as follows:
Section 1' Pursuant to City of Dublin Municipal Code Section 6.04.360, and in the interest
of public convenience and safety, a bus stop shall be established at the following location:
On the east side of Dougherty Road at the entrance to Camp Parks
Section 2:
Code.
Said bus stop shall be added to Section 6.44.010 of the City of Dublin Traffic
Section 3: This ordinance shall become effective 30 days after its final passage and
adoption by the City Council. The City Clerk of the City of Dublin shall cause this ordinance to be
posted in at least three (3) public places in the City of Dublin in accordance with Section 36933 of the
Government Code of the State of California.
