DESCRIPTION : Staff has met wlth the Executive Director of
the Dublin Fine Arts Foundation (DFAF) to discuss the Foundation's
proposed future activities. In addition to the continuation of
"Dublin Collects" and the "Art Education in the Schools" program, the
Foundation has proposed a new multi-year program called "Art in the
Parks".
As discussed in the attached letter dated 9-7-93 from Executive
Director Lynne Baer, the goal of this program is to enhance City parks
through the placement of artworks appropriate to each park's history,
location, size and use. The Foundation proposes to work with the
Parks and Recreation Commission and neighborhood groups to generate
support for the program and to select appropriate artworks. In
addition, the Foundation has suggested that an Advisory Committee
comprised of community representatives, artists and a member of the
Parks and Recreation Commission be established to work with the
Foundation on this program. Selected artworks would be presented to
the City Council for approval prior to placement in the parks.
The Parks and Recreation Commission received a presentation from
representatives of DFAF at their meeting of September 14, 1993 and the
Commission was supportive of the proposed "Art in the Parks II program.
It is, therefore,' recommended that the City Council approve the
concept proposed by DFAF to develop the "Arts in the Parks" program.

Dear Commissioners;
The Dublin Fine Arts Foundation requests approval to
develop a multi-year program called "Art in the Parks" that
will place art appropriate to each park's location, size,
and use involving local community groups. The goal of this
program is to enhance each park while contributing to the
sense of community for the entire city and to increase
participation, enjoyment, and integration of art into
everyday experience for Dublin citizens.
In the 19th and early 20th Centuries, the concept of
the public park was created to bring nature into congested
urban spaces and to provide a place for leisure activities
for city dwellers. New York's Central Park and San
Francisco's Golden Gate Park are two excellent examples of
this concept. At the end of the 20th Century, the purpose
and composition of public parks has evolved from large
concentrations of open land to smaller more specialized open
spaces. Changes in leisure time activities because of
technology, lifestyles, and financial considerations
contributed to this evolution.
Dublin's diverse parks are excellent examples of this
change in design and use~ The Foundation would like the
opportunity to create a partnership between artists and
local neighborhood groups to enhance this positive and
important part of Dublin.
