CITY OF DUBLIN AGENDA STATEMENT CITY COUNCIL MEETING DATE: October 25, 1993 SUBJECT : status Report on Acquisition, Renovation and operation of Heritage Center Report By Diane Lowart, Recreation Director EXHIBITS ATTACHED ~ V None , M ,tAJ RECOMMENDATION vv.\: Receive Report FINANCIAL STATEMENT: None DESCRIPTION : The purpose of this report is to provide the City Council with a status report on the acquisition, renovation and operation of the Heritage Center. ACQUISITION OF DUBLIN CEMETERY AND OLD ST. RAYMOND'S Acquisition of the Dublin Cemetery and the Old st. was finalized the week of October 18, 1993. The Original Murray Schoolhouse will be considered by separate action at the October 25, 1993 city Council CHURCH Raymond's Church donation of the the Council under meeting. As part of the transfer of the Dublin Cemetery to the City, the Cemeteries Endowment Fund was transferred to the city. To date, $60,000 has been transferred to the City. When the Dublin Cemetery, Inc. finalizes the remaining business of the corporation, it is anticipated that approximately $2,500 to $5,000 in additional funds will be transferred to the city. staff will be establishing a separate fund for these monies as they are to be used for perpetual care of the cemetery grounds. RENOVATION OF THE HERITAGE CENTER Although a preliminary scope of work for the renovation of the Heritage Center has been developed by Staff, Staff will be reviewing and refining the plans with the Heritage Task Force. Once the final scope of work is determined, Staff will be seeking the services of an architect to prepare the preliminary design drawings for review by the City Council. It is anticipated that Requests for Proposals for architectural services will be circulated in February or March of 1994. STATUS OF MEASURE AA GRANT FUNDS The city received a $156,829 grant through the East Bay Regional Park District Regional Open Space, Wildlife, Shoreline and Parks Bond Ordinance for acquisition and renovation of the Heritage Center. Acquisition of the Heritage Center is now complete and the City will begin work on the renovation in 1994. The entire project (acquisition and renovation) needs to be complete by August 1,1995 under the terms and conditions of the grant program. OPERATION OF DUBLIN CEMETERY At the August 9, 1993 meeting of the Dublin City council, the Council directed Staff to prepare a Request For Proposal (RFP) for management of burials at the Dublin Cemetery. RFP's were sent to eighteen (18) local cemeteries and mortuaries and there were no proposals submitted by the October 15, 1993 closing date. OPERATION OF DUBLIN CEMETERY CONTINUED Staff envisions that the opening and closing of the grave and site preparation will be handled through the city's Public Works Department. Public Works Staff will be seeking the services of a backhoe operator to dig the graves. The Recreation Department will be the point of contact for the families of the deceased and will handle the responsibility of coordinating burial services, confirming plot locations and ownership, and maintaining cemetery and burial records. HERITAGE TASK FORCE The Heritage Task Force was appointed by the city Council on August 23, 1993. The Task Force has met four times and has developed a work plan which includes: 1) identifying long term uses for the Heritage Center; 2) determining the best method of operation for the Heritage Center; and 3) finalizing the scope of work for the Heritage Center renovation. with meetings twice per month, Staff anticipates that the recommendations of the Task Force will be presented to the City Council by February of 1994.
