CITY OF DUBLIN AGENDA STATEMENT City Council Meeting Date: November 8, 1993 SUBJECT: Federal Highway Act Reauthorization Report by: Public Works Director Lee Thompson EXHIBITS ATTACHED: l)~Letter from Cathie Brown, Mayor of Livermore 2) 0esolution 3)~Draft Letter to Congressman Bill Baker REOOMMENDATION'~ Approve resolution to make request to Congressman Bill Baker to include as specific projects in the Federal Highway Act Reauthorization the following high priority CMA projects: 1) The unfunded portion of the 1-580/1-680 "flyover": $15,000,000. 2) Route 84/1-580 interchange: $20,000,000 FINANCIAL STATEMENT: Approval of one or both of these projects for Federal financing would relieve the need for future local funding sources to construct these regional projects. DESCRIPTION: The new National Highway Reauthorization Bill is scheduled to be introduced in early 1994. As part of the overall generic authorization for programs such as ISTEA, it has been the policy to include a representative list of local specific projects. Congressman Bill Baker is a member of the House Public Works committee, as well as a member of the Surface Transportation Subcommittee which has specific jurisdiction over the transportation bill. In these capacities, congressman Baker will have the ability to recommend that certain projects be included in the Reauthorization bill. As precipitated by a letter from the City of Livermore, the staffs of Dublin, Livermore, and Pleasanton met to formulate a united front for recommending regional projects for this program. The resulting projects, which are high priority Congestion Management Authority projects, are as follows: 1) Completion of the 1-580/1-680 "Uyover." Shortfall: $15,000,000 2) The 1-580 Kittyhawk Road interchange as a segment for the underfunded Route 84 project. Box 2340 Dublinl CA 94568 CAfHIE eROWN Mayor Dear Mayor Snyder and Councilmembers: I am writing to obtain your C1ty/s support to obtain Federal funding for the shortfall to construct the I-580/I-680 Interchange ($15 million) and the :Route 84/I-580 and Kittyhawk Road Interchange ($20 million) Project in Livermore. These Projects are critical to alleviating existing and future traffic congestion throughout the region and especially at the I-580/I-680 Interchange. The reason we are exploring the possibility of Federal funding for these projects is because I-5S0 is part of the existing National Highway System, and because there are not enough local funds available to construct these improvements. The mechanism we are explorinq to obtain Federal funding is thro~gh the National Highway System Reautho~ization aill which Representative Norm Mineta, Chair of the House public Works Committee, announced he will be introducing in early 1994. obtaining authorization for a road proj ect is preferable to an appropriation since transportation proj~cts are funded by the Highway Trust Fund and are not subject to annual appropriation. Also, since Representative Bill Baker is a member of the House Public Works Committee, as well as the Surface Transportation Subcommittee that has specific jurisdiction over the Transportation Billl it appears we have a window of opportunity that we should take advantage of. l understand Congressman Baker will be in the r;>istrict in early November. 'l'his would be an ideal time to approach him about including these projects in the Reauthorization Bill. Since time is of the essence, I would appreciate it if your city council WoUld place this matter on your next Council Agenda for consideration. Furthermore, I would hope your city Council would adopt the enclosed sample resolution so th~t we can present it to Congressman Baker as soon as possible. RESOLUTION NO. -92 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN RECOMMENDATION TO CONGRESSMAN BILL BAKER FOR THE INCLUSION OF THE I-S8D/ROUTE 84/ISABEL AVENUE INTERCHANGE AND THE 1-580/1-680 PROJECT SHORTFALL TO BE INCLUDED FOR FUNDING IN THE NATIONAL HIGHWAY SYSTEM REAUTHORIZATION BILL WHEREAS, the U.S. congress will soon be considering a Bill Reauthorizing the National Highway System Act; and WHEREAS, the Reauthorization Bill represents an opportunity to obtain Federal funding for two transportation improvement projects which are currently part of the National Highway system; and WHEREAS, the I-s8D/Route 84/Isabel Avenue Interchange Projects and the 1-580/1-680 Interchange shortfall are critical improvements that would reduce traffic congestion in the Tri-Valley Region. NOW, THEREFORE, BE IT RESOLVED the city Council of the City of Dublin requests and supports congressman Bill Baker's efforts to include the 1-58D/Route 84/Isabel Avenue Interchange Projects and the 1-580/1-680 Interchange shortfall in the National Highway System Reauthorization Bill. The Dublin City Council, as well as the City Councils from Pleasanton and Livermore, have agreed to request that two high priority regional projects be included for funding under this new bill. These projects are: 1) The unfunded portion of the 1-580/1-680 "flyover" $15,000,000 2) Route 84/1-580 interchange $20,000,000 We would request that you, as our representative, carry this combined request to your various committees.
