Amendment to The The estimated additional cost for Fiscal Year 1993-94 is estimated at $3,580. The future impact based upon current contract staffing is $7,000 per year. DESCRIPTION: At a city Council meeting on June 1, 1993, the City council conducted a Contract Services Review of Building & Safety Services provided by the firm of Taugher & Associates. Included in the report was a request by the Contractor to increase rates effective July 1, 1993. FINANCIAL STATEMENT: At the June City Council meeting, no action was taken on the request for a rate increase. The Contractor was advised that due to the uncertainty of city revenues, consideration of a rate increase would be deferred to a later date. At the city Council meeting on December 13, 1993, the city Council reviewed a mid-year budget report. A majority of the city Council indicated a willingness to reconsider certain budgetary items, which had been previously deferred. As shown in Exhibit 1, Taugher & ~sociates requested an increase in the rates charged by the two classificaeion of employees used by the firm. The following summarizes the amount of the rate increase above the terms of the current Agreement. Building Official Building Inspector CUrrent Rate $ 85.00 $ 54.00 Requested Rate $ 88.00 $ 56.00 % Increase 3.5% 3.7% The rates charged include all of the contractor's expense for: salaries, fringe benefits, taxes, workers compensation insurance, vehicles, and other overhead. The city does pay an additional Liability Insurance Surcharge, which is capped at an annual maximum of $ 9,000./ The current rates have been in effect since August 1, 1991. If the proposed adjustment is enacted by the city Council, it would be effective for all services rendered after January 1, 1994. If the proposed percentage adjustment for Building Inspector were annualized, since the time the rates were last adjusted, the annualized rate of increase would be 1.56%. This is below the increase of the Consumer Price Index for the same period. A Resolution has been prepared by Staff, which would authorize the Mayor to execute the amendment to the agreement effective January 1, 1994. The adopted 1993 - 1994 city of Dublin Budget assumed that Taugher & Associates would provide 1,000 hours of Building Official services and 2,000 hours of Building Inspector Services. C IT Y CL E R K FILE ~ } . . service already provided in the first six months of the Fiscal Year, it is estimated that the cost of this adjustment in Fiscal Year 1993/94 will be approximately $ 3,580. If the increased rates had been in effect for the entire Fiscal Year, the total annual increase would have been $7,000. As indicated at the time of the mid-year Budget Report, sufficient revenues are anticipated to be available to cover th1S additional expense. [)(J+I.~IT :L RESOLUTION NO. 2 - 94 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN **************** APPROVING AN AMENDMENT TO THE AGREEMENT DATED JULY 1, '992 BETWEEN TAUGHER & ASSOCIATES AND THE CITY OF DUBLIN AFFECTING RATES CHARGED FOR BUILDING AND SAFETY SERVICES WHEREAS, CITY and Taugher & Associates (hereinafter CONTRACTOR) have entered into an Agreement dated July 1,1992; and WHEREAS, the rates charged by CONTRACTOR in the Agreement were identical to a rate schedule first implemented in August of 1991; and WHEREAS, CONTRACTOR had previously requested an increase in July of 1993 due to inflationary pressures experienced over the previous 23 months; and WHEREAS, the City Council deferred action pending the final outcome of various issues impacting the City's 1993-1994 Budget; and WHEREAS, the City Council has reconsidered the request and agrees to amend the Agreement to reflect the revised rates effective for services provided on or after January 1, 1994. NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby approve the attached Rate Schedule as a Revised Exhibit B to the Agreement between CITY and CONTRACTOR and dated July 1, 1992. BE IT FURTHER RESOLVED that the Mayor is authorized to execute the amendment on behalf of the CITY. PASSED, APPROVED AND ADOPTED this 10th of January, 1994.
