FINANCIAL STATEMENT:
The purchase price for the easement is $19,312 ($8.50 per square
foot).
DESCRIPfION: The property at 5933 Dougherty Road, which is the northeast
comer of the Dublin Boulevard/Dougherty Road intersection, is owned by Kanaris and Maria
Vangelatos and Nikolaos Stanitsas. This property was most recently occupied by an Isuzu dealership.
Prior to the construction of the Dublin Boulevard Extension, a site plan was approved for a Chevron
station at this location; however, the station was not constructed. The approved site plan indicated an
access easement across a portion of property which is now owned by the City as a remnant from the
right-of-way purchased for the Dublin Boulevard Extension (Valley Boat House property). The
Vangelatos property itself is too close to the Dublin Boulevard/Dougherty Road intersection to allow
driveway access directly from Dublin Boulevard.
The City has offered Mr. and Mrs. Vangelatos and Mr. Stanitsas an access easement at a cost of
$19,312, and they have accepted the offer. City Staff calculated the $19,312 purchase price for the
easement as a percentage of the total fee value of the property, as this only conveys the right to pass
over the land. The fee title will remain with the City, and that portion of land over which the
easement is to be granted will be available for calculation of development coverage as well as for
access. Staff feels that this offer is fair, that the value of the City's parcel will be reduced by this
amount, and that the acquisition of the easement by the owners of the comer parcel will increase the
potential for uses on that comer parcel.
Staff recommends that the City Council adopt the resolution approving the easement grant deed and
authorizing the Mayor to execute the deed.

RESOLUTION NO. -94
A RESOLUTION OF THE CITY COUNCIL
OF TIlE CITY OF DUBLIN
APPROVING GRANT OF ACCESS EASEMENT
TO KANARIS AND MARIA V ANGELATOS AND NIKOLAOS STANITSAS
(DUBLIN BOULEVARD EAST OF DOUGHERTY ROAD)
WHEREAS, the owners of the property at 5933 Dougherty Road (APN 941-550-10-
11) are in need of an access easement across property owned by the City of Dublin (APN 941-550-10-
17) to achieve driveway access from Dublin Boulevard east of Dougherty Road; and
WHEREAS, said owners have tendered to the City of Dublin the sum of $19,312 in
consideration of receiving such access easement; and
WHEREAS, the City Council has reviewed the benefit to both said property owners
and the City of Dublin and determined that the transaction is appropriate;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Dublin does hereby approve the grant of access easement, for consideration received in the amount of
$19,312, as indicated in Exhibit "A" attached hereto.
BE IT FURTHER RESOLVED that the Mayor is authorized to execute the grant
deed.
BE IT FURTHER RESOLVED that the City Clerk is directed to forward the deed to
the Alameda County Recorder's Office for recording purposes.
PASSED, APPROVED, AND ADOPTED this 28th day of February, 1994.
