CITY OF DUBLIN AGENDA STATEMENT City Council Meeting Date: June 27, 1994 SUBJECT: Informational Report: NPDES Requirements for Car Washing Report by: Public Works Director Lee Thompson RECOMMENDATION: Informational flyer sent to Dublin residents q~eceive report EXHffiITS ATTACHED: FINANCIAL STATEMENT: None DESCRIPI'ION: At the June 21, 1994, meeting, the City Council asked Staff to report on the National Pollution Discharge Elimination System (NPDES) effect on charity car washes. According to both the County NPDES program Staff and Regional Water Quality Control Board Staff, car washing which allows the fluid to drain into the storm drain system is allowable as long as only plain water is used. Soap, even the biodegradable type, is considered a pollutant, as it takes a long time for the soap to break down. Staff has already included car wash information for residents in a flyer that was sent out with the last Recreation brochure (see exhibit). Our streets are swept during the second and fourth weeks of every month. Park your vehicles off the street during this time so the sweeper can do a thorough job. For more information on street sweeping, contact the City Public Works Department at (510) 833-6630. . AI.!tomntive Household . If your vehicle is leaking and you are unable to fix it for a while, put a drip pan under it. Use kitty litter or similar absorbent for cleanup. When you change your oil, take the used oil to Kragen Auto Parts or Grand Auto Supply, who will recycle it free. Avoid chemical cleaners that instruct you to wash grease and oil into the driveway. This process puts hazardous substances into the storm drains. Wash your vehicle with plain water or on a ground surface like the lawn or other unpaved area which will lessen harmful runoff into the gutter. . . . . When shopping, choose those products which are least harmful to the environment. They are also less harmful for your family and pets. To dispose of hazardous household products like pesticides, cleaners, solvents, etc., call (510) 670- 6460 for an appointment with the Livermore disposal center. . Gardening . When you cut your lawn, keep grass cuttings out of the storm drain. Use them as compost or cut the lawn more frequently and leave cuttings on the lawn. For information on composting, calf the Rotline at (510) 635-6275. . Recycling . You can recycle almost everything. For information on materials like mattresses, plastics, glass, lead, etc., call the Alameda County Recycling Hotline at (510) 639-2498.
