CITY OP DUBLIN AGENDA S~ATBMENT City Council Meeting Date: June 27, 1994 SUBJEC~ : Request for Placement of Blue Ribbons as a Jenny Lin Awareness Campaign Report by: Public Works Director Lee Thompson EXBIBI~S A~ACBED: None RBCOMMJ!lN])ATION: ~ Allow installation and subsequent removal of blue ribbons for no more than two weeks at the civic center, parks, and on street trees, subject to conditions FINANCIAL S~A~: If volunteers properly install and remove ribbons, the cost to the City will be limited to minor staff time DESCRIP~ION: On June 21, 1994, Staff received a telephone call from Pat Lee, who is representing the Jenny Lin family of Castro Valley. Jenny Lin was a 14- year-old girl recently killed in Castro Valley, and the murderer is still unknown and at large. Pat Lee has developed a "blue ribbon" campaign to raise awareness of this crime and to try to generate clues to the apprehension of the murderer. The significance of the "blue" ribbons is that blue was Jenny Linrs favorite color. Ms. Lee is requesting that her volunteers be allowed to place the blue ribbons around the City and is making similar requests of other cities in the area. Should Council decide to allow this blue ribbon placement, Staff would recommend that this be done with the following conditions: 1) That the ribbons be in place for no more than two (2) weeks. 2) That the ribbons be placed only at the civic Center, City Parks, and on City street trees, but not in the medians for safety reasons. 3) That no staples, tape, tacks, or glue be used.
