~IPTION : The Dublin United Soccer League
.~), has submitted an application for a parade permit. DUSL
~ts to hold the parade on Saturday, August 27, 1994 to kick off
thear 1994 season and to celebrate World Cup Soccer being played
',in;>the Bay Area for the first time.
Last year DUSL conducted ,their parade on the sidewalk. They were
not pleased with this method, as cars kept crossing the sidewalk
~hen turning into or out of driveways. The league does not feel
bhis is safe, as a child may be struck by a car. The league
requests that they be allowed to parade on the street this year.

The DUSL representative, Ms. Beth Lezcano, and staff have
considered several different parade routes. Ms. Lezcano and
staff have agreed and jointly recommend the following parade
route to minimize impact on businesses and traffic:
* .... stage on Amador Plaza Road, south of Dublin Blvd, at 8:00
A.M.
* start north on Amador Plaza Road at 9:00 A.M. and proceed
east on Dublin Blvd.
* ,Conclude at the Sports Grounds by 10:00 A.M.
Tl1e:children participating in the parade will range from 5 years
to: 19 years old. They will be in their soccer uniforms, grouped
apcording to teams. Each team's coach and assistant coach will
aepompany and supervise their players. Additional adult
supervisors will be available along the route, at the staging
area, and at the s~orts Grounds. There maf also be no more than
five passenger vehlcles or pick-up trucks ~n the parade.

Conditions of Permit
DUSL will provide staff with documentation that it has obtained
adequate insurance coverage for the event.
DUSL will assure that the following notifications are made:
* Written notice to all affected ~usinesses two weeks before
event.
* Media (newspaper/radio) notice to the pUblic one week before
the event.
* Personal contact with businesses one week prior to the
event. Provide business with written notice, and document
business person given notice.
* Media (newspaper/radio) notice to the public the day before
the event.

The costs related to the Police function will be charged to the
existing Police services overtime account. No budget adjustment
will be necessary.
The costs related to the Public Works function will be charged to
the Community Events account, which has historically only been
used to fund the City's Saint Patrick's Day celebration. The
expenditure of funds for this parade will impact the ability of
the Public Works Department to handle the Saint Patrick's Day
celebration within the remaining budgeted funds. An additional
$1100 appropriation from reserves will cover these costs.
Staff recommends that the city Council take the following action:
1. Approve the parade route
2. Waive the ~ermit fee
3. Authorize lssuance of the parade permit
4. Approve additional appropriation in the amount of $1100.

Blvd. - Sports Grounds.

necessary to the enforcement of the terms and conditions of

DUTIES OF PERMITTEE: A permittee hereunder shall comply with all
permit directions and conditions and with all applicable laws and
ordinances. The parade Chairperson or other person heading or
leading such activity shall carry the parade permit upon his/her
person during the conduct of the parade.
REVOCATION OF PERMIT: The Police shall have the authority to
revoke the permit issued hereunder when any of the operations or
conduct of such parade violate any of the conditions listed in the
contents of such permit. "The Dublin Police or its agents, by-
their issuance of this permit disclaim any responsibi~ity or legal
liability in the event of injury or property damage whiC!fi m.ay'-arise
out of the activities authorized by the issuance of this- p~mit."
