Resolution " . /- DFAF Board of Directors Roster RECOMMENDATION0V ~ Consider request FINANCIAL STATEMENT Unknown at this time DESCRIPTION : Correspondence has been received from Dublin Fine, Arts Foundation (DFAF) President, Linda Jeffery, requesting City Council support for the commissioning of art for the new valley BART station,S~.""Support from the cities of Livermore and Pleasanton is being~ought as well. As stated in the attached letter, Ms. Jeffery indicates that public art tn BART stations is not unique; public art will be placed at the Castto Valley station under the County's ordinance that requires a percent for art in any major building in the unincorporated area. Lik~ise, several other BART stations throughout the system have incorporated public art into the design. It .is~Stgff's understanding that the bid for construction of the DUblinkPleasanton BART station has already been awarded. However, the bid for construction of the parking lot has not yet been awarded. Co~quently, there may still be an opportunity to include a public ar~r~ject as part of the parking lot construction contract. ~"n.:;.;: ._ At_cheh is a Resolution supporting the placement of art in the valley B~ stations. If the city Council is supportive of this concept, it is~ecommended that the Council adopt the resolution, authorize the Mayor to execute the resolution and direct staff to forward the resolution to the BART Board of Directors for consideration. Additionally, DFAF is requesting that the City Council appoint a member from the DFAF Board of Directors (roster attached) to represent Dul:fiin on the suggested "BART ART" advisory committee. Box 2340 Dublin, CA 94568 Dear Pete, I request that you approve a resolution from the City of Dublin encouraging the commissioning of art for the new valley BART stations. The reason I am asking for your support, and the support of Pleasanton and Livermore, in this effort is that most BART stations have art that was paid for as a percentage of the station building funds, but none is planned for the valley stations. We have waited a long time for the station and I believe that it should reflect the pride of our community through the placement of fine art. The Alameda County Art Commission has informed me that 2% of the cost of the Castro Valley station will be used to commission a piece of art under the county's ordinance that requires a percent for art in any major building project in the unincorporated area. :Many of the cities on the BART line have similar ordinances. So far, Dublin has been successful in gaining support for the arts without an ordinance, but I feel that the BART Board of Directors would not make an allocation for art unless all of the cities in the valley asked for it. It is for this reason that I am asking Dublin to submit the enclosed resolution to the BART Board of Directors as soon as possible. Pleasanton and Livermore will be considering a similar resolution this month. If you agree with me on this issue and support the resolution, I would request that you appoint someone from the Dublin Fine Arts Foundation board to represent Dublin in the suggested "BART ART" advisory committee. BART STATioN Artwork to be completed by M~uch 1995 Qualifications to be submitted by August 1,1994 For Pros send SASE (legal size) to: ~ San Mateo Coun~ Arts Council samTrans U2J 1219 Ralston Ave., Belmont, CA94002. e e RESOLUTION NO. 94 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ************************* SUPPORTING THE PLACEMENT OF PUBLIC ART AT THE DUBLIN/PLEASANTON AND LIVERMORE BART STATIONS WHEREAS, the Tri-Valley community will be served by a new BARTD station in 1995; and WHEREAS, the cities of the Tri-Valley encourage the enhancement of the public environment for its residents and visitors; and WHEREAS, the BARTD stations will be a public structure of visual prominence and continuous activity; and ~~EREAS, many of the existing BARTD stations have permanent public art; and ~~EREAS, the Tri-Valley cities are consideration in the station aesthetics; and entitled to equal WHEREAS, the citizens would like the BARTD station to visually reflect the pride they feel for their corr~unity and their support of the cultural arts. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby urge the Board of Directors of the Bay Area Rapid Transit District to approve a grant of 2% of the project costs for the provision of art in the Tri-Valley stations.
