FINANCIAL STATEMENT:
Fiscal Year 1994-95 cost would range from $19,090 to $26,583
to activate all City fountains. No funds have been budgeted
in Fiscal Year 1994-95 for activation or operation of the
Civic Center Plaza Fountain, Courtyard Fountain, or Shannon
Entry Fountain. An additional appropriation would be
required if any of these facilities were re-activated for
this fiscal year.
DESCRIPTION: At the August 22, 1994, meeting, the City Council directed
Staff to provide a report regarding the operating cost and potential reactivation
cost for the Civic Center Plaza Fountain.
Civic Center Fountain
In response to the city Council's request, staff has contacted PG&E and requested an
estimated energy cost to operate the Plaza Fountain based on the current time-of-use
rate. As shown in the attached letter (Exhibit 1), PG&E estimates that operating
the fountain 12 hours per day, 5 days per week, would cost $15,775 annually.
Operating the fountain 4 hours per day 5 days per week, Off-peak, would cost
$5,793.00 per year. The cost for the remainder of Fiscal Year 1994-95 would be
$10,865 for 12 hours and $4,372 for 4 hours.
The City's fountains, including the Plaza Fountain, courtyard Fountain, and the two
fountains at Shannon Park, have been maintained by a fountain specialist as a
subcontract to MCE Corporation. In addition, MCE provides a few hours of litter
removal and other cleanup during the course of a month. currently, the only
fountain that is operating is the play area fountain at Shannon Park.
The cost of repairing or replacing the 60 HP pump motor and the initial inspection
and cleanup of the Civic Center Plaza Fountain would be just, under $4,300. The
ongoing monthly charges for twice-weekly service by the subcontractor, plus MCE's
in-house maintenance, would be $567 per month. The total for the balance of FY
1994-95 would be $5,103, or $6,804 for a full year.
The total budget impact for the nine months remaining in Fiscal Year 1994-95 for the
Civic Center Plaza Fountain would be $13,773 for operation four hours per day, five
days per week, or $20,266 for operation twelve hours per day, five days per week.
Other Fountains
staff also requested cost information for start-up and operation of the other two
fountains which are not currently operating.
The Civic Center courtyard Fountain, which provides a setting for the "Gaia"
sculpture, would cost $110.00 for initial start-up and $207.00 per month for monthly
maintenance (total of $1,973.00 for FY 1994-95). This fountain was operating for
twelve hours per day initially but was reduced to four hours per day for a year
prior to shutdown. This fountain utilizes a 5 HP pump. The energy charge for this

fountain, based on 12 hours per day operation, is estimated at $1,500 per year ($500
for four hours per day.)
The Shannon Center Entry Fountain would cost $132.00 for the initial start-up and
$268.00 per month for monthly maintenance (total of $2,544 for Fiscal Year 1994-95).
The estimated time of operation for the Entry Fountain was six hours per day,
divided between morning and evening, as the afternoon wind tended to throw spray
onto the park play areas. This fountain utilizes a 1 HP pump. The energy cost for
this fountain, based on six hours per day operation, is estimated at $300 per year.
A number of rental customers for the Shannon Center have expressed disappointment
that the Entry Fountain is not operating, which mayor may not have had some impact
on reduced rentals at the Shannon Center.
Exhibit 2 provides a one-page summary of the fiscal information contained in this
report. It should be noted that the "future years" estimated operating cost does
not include a factor for repairs or component replacement. Fountains tend to be
high maintenance items, and it is likely that some type of repair will be needed
during the course of a year.
Impact on 1994-95 Sudaet
When the City Council adopted the annual budget for Fiscal Year 1994-95 in June
of 1994, General Fund revenues exceeded anticipated General Fund expenditures
by $695,099. Through August 31, 1994, the Council has approved additional
appropriations to the General Fund totalling $25,139, which were not offset by
additional revenues.
If the Council were to authorize the activation of all City fountains, the
additional cost would range from $19,090 to $26,583 in Fiscal Year 1994-95. This
additional appropriation would have the following impact on this year's budget.

Recommendation
Staff recommends that the City Council receive the information provided in this
report and provide direction as to whether any or all of the fountains should be re-
activated. Since no funds have been budgeted for any of the three fountains for
Fiscal Year 1994-95, an additional appropriation would be required to re-activate
any or all of them.

Dear Ms. Russell:
Here are the calculations that you requested for the fountain pump at 100 Civic Plaza in
Dublin.
I have assumed that the pump operates at a 75 % Load Factor and the combined
efficiency of the motor and pump is 85 %. I perfonned two calculations. The first one
is to operate the fountain 5 days/week, 12 hrs./day (8:00 a.m. to 8:00 p.m.) The
second calculation was done assuming the fountain operates 5 days/week, 4 hrs/day
(8:00 a.m. to 12:00 noon). The charges were calculated based on the E19SV rate
schedule. The total annual estimated charges are as follows:
Scenario 1 (12 hrs/day):
$15,775.00
Scenario 2 (4 hrs/day):
$5,793.00
Please remember that these are estimates based on the above assumptions. I have
attached the calculation sheet which separates the charges per time of use periods.
