FINANCIAL STATEMENT: The cost for posting of speed limit signs and pavement markings is estimated at $1,000. Sufficient funds are budgeted in the Street Maintenance Operating Budget for this purpose. DESCRIPTION: This is the second reading of a proposed ordinance that was introduced at the September 12, 1994, City Council meeting. Sections 22357 and 40803 of the California Vehicle Code (CVC) require a local authority to determine and post speed limits on the basis of an engineering and traffic survey. Speed limit enforcement by use of radar or other electronic devices cannot be used in court for streets with adopted speed limits that are not justified by an engineering and traffic survey (except residential streets with a width of 40 feet or less). The CVC further states that said determination and declaration of the speed limit shall be accomplished by adoption of an ordinance. In accordance with the CVC requirement, TJKM conducted radar speed surveys on segments of Dublin Boulevard and on Hacienda Drive. The speed survey process involves using several criteria to determine the speed limit. The first step is use of radar to measure the speed of a sample of traffic using the road. The "85th percentile" or "critical" speed is the speed at or below which 85% of the vehicles are traveling. The second step is a review the design and geometrics of the road, such as curvature, sight distance, and intersecting driveways or cross streets. The third step is a review of the number of accidents and safety of the road due to the speed of the vehicle. Following are the results of the speed surveys and the recommended speed limits for each roadway segment. Dublin Boulevard Between the Southern Pacific Railroad Right-of-Way and Hacienda Drive: 85th percentile speed: 56 mph Recommended speed limit: 45 mph The 1000' curve radius of this portion of the road is designed for a speed of 45 mph. Hacienda Drive (Dublin Blvd. to 1-580) 85th percentile speed: 49 mph Recommended speed limit: 45 mph ITEM NO.~~_ COPIES TO: Camp Parks Alameda County C~ty of Pleasanton A 45-mph speed limit is consistent with the 85th percentile speed of 49 mph. Dublin Boulevard Between Hacienda Drive and Tassajara Road 85th percentile speed: 53 mph Recommended speed limit: 50 mph A 50-mph speed limit is consistent with the 85th percentile speed of 53 mph. This portion of the road is fairly isolated, straight, and flat, with vacant land along the entire frontage. Since the time the radar surveys were performed, two accidents have occurred that were determined by Dublin Police Services to have been caused by "unsafe speed for conditions." The first was a minor rear-end accident that occurred at the stop sign for westbound Dublin Boulevard at Hacienda. The second was a single-vehicle accident in which the driver's attention was diverted and she struck the barricades at the Dublin Boulevard/Hacienda Drive intersection. Staff recommends that the City Council conduct a public heating, deliberate, waive the reading, and adopt the ordinance establishing speed limits for Dublin Boulevard east of the Southern Pacific Railroad right-of-way and for Hacienda Drive. a: (9495.) lseptemberlagstspd Page 2 ORDINANCE NO. -94 AN ORDINANCE OF THE CITY OF DUBLIN ESTABLISHING SPEED LIMITS FOR DUBLIN BOULEVARD EAST OF THE SOUTHERN PACIFIC RAILROAD RIGHT-OF-WAY AND FOR HACIENDA DRIVE BETWEEN DUBLIN BOULEVARD AND 1-580 The City Council of the City of Dublin does ordain as follows: Section 1: In accordance with California Vehicle Code Section 22357 and Dublin Municipal Code Section 6.04.340, the following speed limits are established: Dublin Boulevard from the Southern Pacific Railroad Right-of-Way to Hacienda Drive: 45 miles per hour. Dublin Boulevard from Hacienda Drive to Tassajara Road: 50 miles per hour. Hacienda Drive from Dublin Boulevard to 1-580: 45 miles per hour. Section 2: Traffic Code. The above speed limits shall be added to Chapter 6.60 of the City of Dublin Section 3: This ordinance shall become effective 30 days after its final passage and adoption by the City Council. The City Clerk of the City of Dublin shall cause this ordinance to be posted in at least three (3) public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of California.
