SUBJECT:
EXHIBITS ATTACHED: Resolution Rejecting the Low Bid and Awarding Bid to the Lowest
Responsible Bidder.
RECOMMENDATION~..A'doptthe Resolution Awarding the Civic Center Cabling Project to
Johnson Controls.
FINANCIAL STATEMENT: The Lowest Responsible Bid is $14,636.80. The project will be funded
from the 1994-95 CIP #9315
DESCRIPTION: At its meeting on September 12, 1994, the City Council authorized staff to solicit
bids for the Civic Center Cabling Project. The Cabling project is part of the 1994-95 CIP installation of
a Local Area Computer Network. The upgraded cabling system is required in order to achieve
connectivity between all the necessary locations throughout the Civic Center. The City received bids
from four qualified vendors. These vendors and their bid amounts are listed in the table below.

The low bidder on the project was Semans Communications, Inc., at $12,030.14. The Semans
submittal, however, was incomplete in that it did not include Addendum #2, and did not comply with
sections 1.2 and 1.3 of the bid specifications. Addendum #2 included additional materials that directly
impact the amount of the bid. Sections 1.2 and 1.3 include requirements to submit the bid on the City
provided forms, a statement indicating that the proposal would be valid for 60 days as well as
requirements to include references and a statement of qualifications.
The lowest responsible bid was received from Johnson Controls and in the amount of $14,636.80. Staff
has reviewed the qualifications of Johnson Controls and has received favorable references from Apple
Computers and Chevron U.S.A. Johnson Controls does business nationwide and will coordinate this
project through its Pleasanton Office. Staff recommends the City Council adopt the resolution
rejecting the bid from Semans Communications Inc, and awarding the bid to Johnson Controls.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

AWARDING THE CIVIC CENTER CABLING PROJECT TO
JOHNSON CONTROLS
WHEREAS, the City of Dublin did, on September 30, 1994 publicly open, examine, an declare
all sealed bids for doing the work described in the plans and specifications for the Civic Center
Cabling Project authorized by the City Council on September 12, 1994; and
WHEREAS, said bids were submitted to the City Clerk, who has reviewed the bids to
determine the lowest bid which was responsive to the requirements of the bid documents; and
WHEREAS, the low bid submitted by Semans Communications Inc, in the amount of
$12,030.44, was determined by the City Council to be a non-responsive bid because bid addendum #2
was not included and the bid did not comply with Sections 1.2 and 1.3 of the bid instructions; and
WHEREAS, the bid mentioned hereinafter is responsive to the bid documents.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby award the City of Dublin Civic Center Cabling Project to the lowest responsible bidder who is
Johnson Controls at the bid of $14,636.80.
PASSED, APPROVED AND ADOPTED this 10th day of October, 1994.
