CITY OF DUBLIN AGENDA STATEMENT City Council Meeting Date: October 24, 1994 SUBJECT: Authorization for Traffic Impact Fee study for Eastern Dublin Report by: Public Works Director Lee Thompson EXHIBITS ATTACHED: None RECOMMENDAT~ Authorize the City Manager to enter into an agreement with consultant to study and prepare a Traffic Impact Fee Study for the Eastern Dublin specific Plan Area. FINANCIAL STATEMENT: Estimated consultant's fee to be $18,000 on a time-and- materials basis. The cost of developing this Traffic Impact Fee will be added to and recovered through the levy of the Traffic Impact Fee in Eastern Dublin. DESCRIPTION: The City of Dublin is in the process of reviewing a development proposal from Homart for a shopping center on Alameda county property, and annexing a large area of Eastern Dublin. Future development in these areas will necessitate major transportation network improvements for which a mechanism must be established for funding. This mechanism is required as part of the Plan's environmental mitigation measures. At present, the City has been using a Traffic Impact Fee to calculate a developer's share of costs for public improvements. This Study is time sensitive as the initial draft report is needed to proceed with the Homart project. The reason that this agenda statement is less definitive than the normal approval of a consultant agreement is that the scope of services is not yet complete. It is not expected to be complete until mid-week following this Council meeting and three weeks will have elapsed before the next City Council meeting due to a five-Monday month. Staff has been meeting with the Homart developers, Alameda County Staff (as property owners), and Homart's traffic Engineer (Barton-Aschman), to develop the scope of work as an adjunct to the Homart timeline. staff recommends that Council authorize the City Manager to enter into a City/consultant Agreement for t his work on a time-and-materia1s basis not to exceed $18,000.
