Appointment of city council Representatives to the
Dougherty Regional Fire Authority Board of Directors

STATEMENT:
None
DESCRIPTION: Government Code Section 40605 requires that the Mayor
make all appointments to boards, commissions and committees with the
approval of the city council "unless otherwise specifically provided by
statute."
Members of the Dublin city Council participate in a number of
commissions, committees and boards. Appointments to most of these
boards and commissions will be made in January of 1995.
In addition, the city is party to several joint powers agreements which
require appointment of one or more council member(s) to represent the
city of Dublin. Included among these is representation on the Board of
Directors of the Dougherty Regional Fire Authority (DRFA). The DRFA is
a joint powers agency providing fire services to the city of Dublin and
to a portion of the City of San Ramon. The DRFA is a separate legal
entity with a Board of Directors comprised of three representatives from
each member city council (i.e., Dublin and San Ramon).
The DRFA Board of Directors meets regularly to discuss issues relating
to fire service. The Authority is currently involved in a number of
significant issues which will require Board action at its regular
meeting of December 19, 1994. As a result of the recent election, only
councilmember Moffatt remains as a DRFA Board member. consequently,
the Board lacks a quorum to conduct DRFA business. Pursuant to Section
2.7 of the joint powers agreement creating the DRFA, three members of
the Dublin City council and two alternates should be appointed to the
DRFA Board. It is recommended at this time that the Mayor, with the
confirmation of the city Council, appoint three members of the City
Council and two alternates to the DR FA Board of Directors.
