FINANCIAL STATEMENT: The submittal of an application is the first step to make the City
eligible for reimbursement funds. The estimated reimbursable costs
total about $10,000 for overtime and damage to public facilities. The
actual amount of reimbursement will be determined after inspections
of the sites.
DESCRIPTION: The Federal Emergency Management Agency (FEMA) has
established a program to assist local governments with the costs associated with the Winter
Storm of 1995. The assistance will be provided in the form of funding which is designed to help
offset costs incurred as a result of the storm. In order to receive this funding the City is required
to adopt a resolution authorizing the application for relief assistance. The Resolution is attached
as Exhibit 1.
The only action required by the City Council is to adopt the resolution. However, there are other
aspects to the relief assistance program as well. The initial requirement, which has been
completed, is the submission of the form called the "Notice of Interest." The Notice of Interest
requires the City to list the different categories where storm relief was conducted. Using the
Notice of Interest, FEMA will contact the City and schedule an inspection. The City must then
submit a "Damage Survey Report" which FEMA will use to inspect specific locations.
The primary areas that are covered under FEMA assistance are 1) personnel overtime and 2)
damaged public buildings and equipment. FEMA may reimburse the City for overtime costs
related to debris clearance and protective measures such as police and road system problems.
Damaged public facilities and equipment as well as public water control facilities are also
potentially eligible for reimbursement. FEMA will only reimburse the City for costs not covered by
insurance.
The estimated costs to the City for overtime are $5,475. This includes Police, and MCE charges.
The damages to public facilities include the fountain pump at the Shannon Center and damage to
the HVAC system in the Civic Center. It is estimated that these items will cost about $5,000 to
repair. These are only preliminary estimates and will likely change once the final documents to
FEMA are completed.
The City is also eligible for FEMA's Hazard Mitigation Program. This program identifies areas in
the City that, if changed, would avert similar problems in the future. These areas will be identified
to the inspector who will determine if they are eligible.
Staff recommends the City Council adopt the resolution authorizing the completion of the City's
application for reimbursement ,and direct staff to forward the resolution to the appropriate State
and Federal Agencies.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

AGENT RESOLUTION FOR THE WINTER STORM OF 1995
WHEREAS, the City of Dublin facilities were damaged by what is being called the Winter
Storm of 1995 and;
WHEREAS, the City would like to participate in the Federal Emergency Management
Agencies (FEMA) disaster assistance program and;
WHEREAS, in order to be eligible for the program the City of Dublin is required to pass a
resolution authorizing the City's agent to execute an application to the appropriate federal and
State Agencies.
NOW, THEREFORE, BE IT RESOLVED BY THE City Council of the City of Dublin that
Richard C. Ambrose, City Manager or his designee is hereby authorized to execute for and in
behalf of the City of Dublin, a public entity established under the laws of the State of California,
the application and to file it in the Office of Emergency Services for the purpose of obtaining
certain federal financial assistance under P.L. 93-288 as amended by the Robert T. Stafford
Disaster Relief and Emergency Assistance Act of 1988, or state financial assistance under the
Natural Disaster Assistance Act.
BE IT FURTHER RESOLVED THAT, the City of Dublin, a public entity established under
the laws of the State of California, hereby authorizes its agent to provide to the State Office of
Emergency Services for all matters pertaining to such state disaster assistance the assurances
and agreements required.
