The request involved approximately 2.4 acres of land (overall) redesignated from Open Space to Residential land use, to allow 16 homesites to be relocated into an oak/bay woodland area, on the 147+ acre Hansen Hill Ranch project site. At the May 8, 1995 City Council meeting, Councilmembers considered the original proposal for 16 lots in the previously designated Open Space area, and determined that 16 lots in this environmentally sensitive area was not appropriate. A revised plan involving 10 lots in the Open Space/riparian corridor area was reviewed at the May 22, 1995 City Council meeting, and again the Council determined that the number of lots in the Open Space/riparian area should be reduced. At the June 13, 1995 Council meeting, the applicant submitted three alternatives for the Council's consideration, involving between 5 and 8 lots in the Open Space/riparian area. DESCRIPTION: The City Council reviewed the revised proposals at a public hearing on June 13, 1995. Following public testimony and discussion of the project, the Council voted to approve a development plan which involves 6 lots in the open space/riparian area. Resolutions approving a General Plan Amendment, Planned Development Rezoning, and Tentative Map Amendment were adopted, and the Ordinance amending the Dublin Zoning Ordinance was introduced. The zoning change involves redesignating 0.95 acres ofland from Open Space to Residential, to allow the 6 lots in the open space/riparian area near Martin Canyon Creek, and redesignating 1.27 acres of Residential land to Open Space in other areas of the site, for a net increase in Open Space land in Phase II of.32 acres. ENVIRONMENTAL: Pursuant to the California Environmental Quality Act, the City Council approved by Resolution the Findings CertifYing a Final Environmental Impact Report and Adopting a Statement of Overriding Considerations for the project at their meeting of June 13, 1995. RECOMMENDATION: Staff recommends that the City Council waive the second reading and adopt the Ordinance amending the Zoning Ordinance to allow a PD Rezone for P A 95-007 Hansen Ranch (Exhibit A). ---------------------------------------------------------------------------------------------------------------------------- COPIES TO: Applicant P A File Senior Planner Project Planner ITEMNO.6.1 lFI;I~1 , e e ORDINANCE NO. -95 AN ORDINANCE OF THE CITY OF DUBLIN AMENDING THE ZONING ORDINANCE TO PERMIT THE REZONING OF REAL PROPERTY LOCATED ALONG THE WEST SIDE OF SILVERGATE DRIVE, NORTH OF HANSEN DRIVE, AND SOUTH OF WINDING TRAILS LANE (APN 941-110-1-9) The City Council of the City of Dublin does ordain as follows: Section 1 Chapter 2 of Title 8 of the Dublin Ordinance Code is hereby amended in the following manner: On the 147 -acre property generally known as the "Hansen Hill Ranch" project site, located along the west side of Silvergate Drive, north of Hansen Drive, and south of Winding Trails Lane, more specifically described as Assessor's Parcel Number 941-110-1-9, approximately ,32 net acres are hereby rezoned from PD Single Family Residential to PD Open Space as generally shown on Attachment 1, the General Plan Amendment Map, and Attachment 2, the Planned Development Site Plan, and as further defined in the Planned Development General Provisions adopted for the site with approval of PA 95-007 Hansen Ranch Rezoning. A map of the rezoning area is outlined below: DUBLIN Section 2 This ordinance shall take effect and be enforced thirty (30) days from and after its passage. Before the expiration of fifteen (15) days after its passage, it shall be published once, with the names of the Councilmembers voting for and against same, in a local newspaper published in Alameda County and available in the City of Dublin.
